- The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of its intent to award a sole source contract to Turning Technologies, Inc. LLC., 225 W Federal St., Youngstown, Ohio 44503-1207. The North American Industry Classification System (NAICS) Code is 334118 and the small business size standard is 1000 employees. Description of the Requirement: Turning Technologies Storage Receiver, device number RRRF-03 (Part Number XRC-R03-16GB). A storage receiver is a hardware device that plugs into a USB port of a computer and operates as a receiver of radio frequency (RF) signals from a student response system, as well as a storage device for digital content. Storage Receiver features and capabilities include: Hardware: 1) Receive radio frequency signals from the RF student response systems currently fielded by the AFJROTC 2) Offer plug and play functionality 3) Have a 200 ft. range from receiver to RF student response system devices 4) Have the ability to change between 74 RF channels for use in close proximity 5) Hold 16GB of storage/memory 6) Include a one year warranty Software: 1) Collect, record, aggregate and display student response system data from the "student clicker" devices that are currently fielded by the AFJROTC 2) Customize the way student data is displayed in a variety of charts, including response counts, percentages, and horizontal or vertical bar charts 3) Work with the following operating systems (OS): Windows (XP, Vista, 7), and Mac OSX, including 64-bit compatibility 4) Have the ability to create, edit, delete, and import student rosters from Excel format 5) Have the ability to create questions directly into PowerPoint files or as stand-alone questions 6) Have the ability to create and deliver the following question types: A. Multiple Choice (up to 10 choices) B. True/false C. Multiple correct D. Short answer (up to 140 character) E. Numeric 7) Deliver a written test to students in self-paced mode 8) Display reports that allow for the customization of displayed fields 9) Export any report to the following formats: PDF, Excel, and CSV Turning Technologies Slide Advancer, device number PCRF-01. A Programmable Slide Advancer is a hardware device that allows a user to advance PowerPoint slides, and includes program buttons on the device to call up to a specific functions within a student response system. Presenter Card (Slide Advancer) features and capabilities include: 1) Operate via radio frequency (RF) 2) Display battery level via LCD screen 3) Start and stop polling of the student response system 4) Move forward and backwards through PowerPoint slide deck 5) Include three buttons that can be programmed by the instructor to: A. Play/pause a countdown timer B. Show/hide response grid C. Show/hide chart window D. Mark answer correct E. Re-poll F. Toggle between percentage and count 6) Blank the screen with the selection of one button 7) Change the channel to be able to quickly connect to another computer Turning Technologies Student Clickers (NXT-01) are for collaboration with curriculum, allowing students to respond to questions. Student Clicker Features and capabilities include: 1) Transmit radio frequency signals from the RF student response systems currently fielded by the AFJORTC 2) Have a 200 ft. range from receiver to RF student response system devices 3) Have the ability to change between 74 RF channels for use in close proximity 4) Include a one year warranty The Government contemplates awarding an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with one base year and two (2) one-year options. The estimated quantities for the Storage Receivers, Slide Advancers, and Student Clickers are as follows: Base Year (Period of Performance: 1 July 2017- 30 June 2018) 200 each NXT Receivers (Storage Receiver) 300 each Presenter Cards (Slide Advancer) 4,000 each NXT Clickers (Student Clicker) Option year 1 (Period of Performance: 1 July 2018 - 30 June 2019) 200 each NXT Receivers (Storage Receiver) 300 each Presenter Cards (Slide Advancer) 4,000 each NXT Clickers (Student Clicker) Option year 2 (Period of Performance: 1 July 2019 - 30 June 2020) 200 each NXT Receivers (Storage Receiver) 300 each Presenter Cards (Slide Advancer) 4,000 each NXT Clickers (Student Clicker) The items mentioned above are using Turning Point Cloud (TPC) software (formerly known as Classroom Performance System, or CPS) by Turning Technologies. This is a proprietary educational tool designed to enhance interaction between students and teachers, and encourage students to participate in their own learning. The TPC consists of a Radio Frequency (RF) remote control device called a response pad, TPC software, an RF receiver, and either a teacher handheld mobile or presenter card. NOTES OF IMPORTANCE: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 6.302-1(a)(2)(ii)(A). To assist the Government in determining if this acquisition is available for competition, please provide the following information: 1. GENERAL INFORMATION: Company's full name, business size, address, point of contact and telephone number. 2. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. a. Is your company capable of meeting the entire requirement? Please respond "Yes or No." b. If your response to question 2a. above is "Yes", please provide supporting documentation that clearly demonstrates your company's ability to meet this requirement. c. Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. 3. RESPONSES: If there are any other businesses that can provide the specified requirements described above, you must respond to this notice before 23 May 2017, 2:00 p.m. Central Standard Time (CST). If no responses are received by the above referenced date/time, a sole source contract may be awarded to Turning Technologies, Inc. LLC.
