Description
THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Southern Arizona VA Health Care System (SAVAHCS) has a requirement for Home Oxygen and Durable Medical Equipment Services and will be holding a teleconference Industry Day on May 17th, 2017 at 10:00A AZ time. The dial-in conference has three lines available; 1- 844-364-7554, 1- 844-364-7556, or 1- 844-364-7555. All lines will connect to same conference, and all lines can be accessed by entering the conference ID; 87772395. To record attendance at this teleconference, please email justin.hicks@va.gov with the name(s)/company name/email/phone of individuals in attendance. The intent of the industry day is to openly discuss the SAVAHCS requirement and to determine the extent of socio-economic capable firms in the marketplace. The Statement of Work (SOW) defines the effort required for the setup, installation, and management of Home Oxygen and Durable Medical Equipment, in accordance with Joint Commission (JC) standards, to Veteran beneficiaries serviced by SAVAHCS. The SOW includes the associated program management, human engineering, and logistic support planning requirements. Scope of Requirement: SAVAHCS currently serves veterans who require oxygen on a daily basis, including referrals for durable medical equipment (DME) set-up and service. Unique Features: One attribute of particular value to SAVAHCS is for offerors to this requirement is the ability for a veteran to be seen no matter where they are traveling throughout the country. Interested parties to this notice should either be a part of a nation-wide network of oxygen/DME providers, or possess the ability to subcontract with local vendors nationally. A draft of the Statement of Work will be available upon specific email request. Requests may be submitted to justin.hicks@va.gov. To record attendance at this teleconference, please The acquisition of Home Oxygen and Durable Medical Equipment services is being initiated to provide Durable Medical Equipment services to Veteran beneficiaries serviced by SAVAHCS. SAVAHCS does not have the capacity to provide these services so a contract has been sought for the provision of home oxygen, durable medical equipment and all associated products and services. All services shall be performed in the veteran's place of residence or in a nursing home housing the veteran. The area of service shall be all patients serviced by SAVAHCS, including catchment areas, regardless of where Patient resides. The equipment needs are subject to change as determined by the prescribing physician. Contractors shall have a facility or resources physically located in the geographic area in which they shall provide service. Non-territory requests will be required from time to time and the Contractor shall accept these "non-territory" veterans at that Contractor s awarded price. VA reserves the right to assign these Patients to any contractor. The geographical boundaries described herein have been determined as the areas of responsibility/jurisdiction for this VA Health Care System (VAHCS). For each listed VAHCS, Contractor shall provide setup, installation, and management of Home Oxygen, Durable Medical Equipment and/or Ventilation services to any Patient that are treated at the main HCS Medical Center (VAMC) and all Community Based Outpatient Clinics (CBOCs) and Outpatient Clinics (OCs) supported therein (Clinic of Jurisdiction/Primary Service Area COJ/PSA), regardless of their physical location. The listing of counties in the PSA for each VAHCS does not exclude the provision of services in other counties. This includes Patients who reside near bordering state s catchment areas but prefer to be seen by SAVAHCS. Some counties are served by more than one VAHCS. COUNTIES IN NEW MEXICO: Hidalgo. The applicable NAICS code is 532291 Home Health Equipment Rental. Small Business manufacturers for this NAICS code have a size standard of $32.5M.   A potential resulting contract will establish contract rates to be utilized via task orders as necessary. It is anticipated date for a Request for Proposals is unknown at this time. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), or Small Businesses (SB) capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively.
