- THIS IS A SPECIAL NOTICE ONLY. DHS is considering updating one of its requirements (a Key Performance Parameter) for the threshold for PRD-OR-03, neutron detection, in the above-referenced Solicitation. Currently the requirement is to meet the Neutron Time to Alarm test specified in ANSI 42.32-2006, Section 6.4 (a 2006 standard). The anticipated change would be an update to the requirement to meet the Neutron Time to Alarm test specified in ANSI N42.32-2016, Section 6.3 (a 2016 standard). DNDO is attempting to determine if this change would have altered the field of offerors that responded to the Solicitation, or if offerors would have proposed different products. If your company did not submit a proposal in response to the Solicitation but would have done so with the proposed revised neutron detection requirement, or if your company did propose in response to the Solicitation but would have proposed a different device, please respond to this Notice so that the Government may determine a proper course of action. Please note that this only affects the Maritime Variant. Please provide responses by 1600 EST 15 May 2017.
