Description
USGS Newport Magnetic Observatory diesel fire engine/pump replacement The USGS operates the Newport Magnetic Observatory at: USGS Newport Magnetic Observatory 832 Geophysical Observatory Road Newport, WA 99156 The property includes 35 remote acres of heavily timbered land at the northern end of a county road. There are several fire hydrants on property to provide fire suppression water to the various buildings. Water pressure to the hydrants is provided by a diesel fire engine and pump fed from a 30,000 gallon storage tank shared with the domestic water system. The tank is filled by an upstream hydraulic ram pump, and domestic water pressure is maintained by a jockey pump. When system pressure falls below a certain set point, as would occur when a fire hydrant is opened, the diesel engine starts. The existing fire suppression system suffered a catastrophic engine failure after running "dry" for a little over an hour, due to the upstream hydraulic ram pump failing. As domestic water was used, the storage tank eventually ran dry, the system "saw" low pressure, and the diesel fire engine started. The engine uses a liquid heat exchanger that is supplied with cooling water from the fire pump discharge; with no water to discharge, it overheated and failed. The scope of this effort is to remove and replace the old fire engine and pump, and inspect and repair/replace other components of the system as necessary to ensure proper operation of the fire suppression system. This effort also includes the installation of an early warning system to notify USGS personnel in the case of low water level in the storage tank or water pressure loss. The estimated magnitude of this project is under $100,000.00. Payment protection (either a payment bond or an irrevocable letter of credit) will be required; performance bonds will not be required. The Construction Wage Rate Requirements Statute (prevailing wage, formerly the Davis-Bacon Act) applies. Contractors must have a current contractors' license issued by the government of Washington at the time quotations are due to be considered for award, and must use appropriately-licensed subcontractors on this project. The USGS contemplates award of a firm-fixed price contract. The request for quotation (RFQ) package, including a detailed statement of work, will be available no sooner than the week of 29 May 2017. Site visit opportunities will be provided upon request; prospective contractors are strongly encouraged to visit the site prior to submitting a quotation. Interested parties may contact the Contracting Officer identified below by email to be added to the interest list or to inquire about a site visit. The applicable North American Industry Classification System (NAICS 2017) code is 238220, ¿plumbing, heating, and air conditioning contractors. ¿ The associated small business size standard is $15.0M in average (three year moving average) annual revenue. The applicable Product Service Code (PSC) is Z2AZ, "repair/alteration of other administrative facilities and service buildings." This immediate acquisition is set-aside for participation by small business concerns and there is no incumbent contractor. The existing fire engine/pump system was built by Talco Fire Systems in Portland, OR. Full details of the existing system will be provided with the RFQ.
