- L17PS00512 Vault Toilet Pumping, Sanitation, and Trash Services The Bureau of Land Management (BLM), California State Office is issuing this combined synopsis solicitation under commercial item procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-94, 2005-95, dated January 19, 2017. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 562991-Portable toilet pumping (i.e., cleaning) services; small business size standard is $7.5 million; Product Service Code (PSC) S222 - Housekeeping- Waste Treatment/Storage. OVERVIEW OF SERVICE: The Bureau of Land Management, Bishop Field Office (BFO) requires vault toilet sanitation services for recreational facilities located in Inyo and Mono Counties. These services will include the pumping of vault toilets, disposal of collected effluent (liquid and solid waste), and weekly trash services. The contractor shall furnish all equipment and labor necessary to perform the services described. DETAILS OF SERVICE: 1. Tuttle Creek Campground, Lone Pine, CA Open: January to December *Provide three dumpsters and trash service once a week. Exception: Provide service every two weeks in January and February *Vault Toilets (nine total) - BLM will call when services are needed (typically one time per season). *Dump Station 350 Gallon - Pump only. BLM will call when services are needed. 2. Goodale Creek Campground, 15 miles south of Big Pine, CA Open: January to December *Provide one dumpster and trash service every 2 weeks. *Vault Toilets (three total) - BLM will call when services are needed (typically 1 time per year or less). 3. Horton Creek Campground, 12 miles west of Bishop, CA Open: May to October 30 *Provide two dumpsters and trash service once a week. *Vault Toilets (five total) - BLM will call when services are needed (typically one time per season). *Dump Station 350 Gallon - Pump only. BLM will call when services are needed. 4. PV Pit Campground, 10 miles north of Bishop, CA Open: January to December *Provide three dumpsters and trash service once a week. Exception: Provide 1 dumpster and trash service every two weeks June to August 30 *Vault Toilets (two total) - BLM will call when services are needed. 5. Crowley Lake Campground, 2 miles north of Crowley Lake, CA Open: April to October 30 *Provide two dumpsters on site and trash service once a week. *Vault Toilet (four total) - BLM will call when services are needed (typically one time per season). *Dump Station (350 gallon) - Pump only. BLM will call when services are needed. 6. Chalk Bluff Road Open: November to May *Provide one portable toilet and service two times a week November to May. Contractor will provide toilet paper for each service. ADDITIONAL SERVICE INFORMATION: VAULT/CHEMICAL TOILETS: Each vault toilet/chemical toilet shall be thoroughly pumped and washed down to assure removal of all effluent and debris (cans, bottles, plastic bags etc.). After pumping and wash down is complete, each vault toilet/chemical toilet must be refilled with a minimum of 12 inches of clean water. Dispose of all effluent and trash collected from the vaults at an approved facility in accordance with Federal, State, and Local regulations and county and city ordinances pertinent to sanitation services. For chemical toilets, wipe and dry the cover, seat and outside of the stool, leaving no water marks. The contractor shall be responsible for clean-up and repair of recreation site grounds, including facility road repairs or effluent spillage, if such occurrence is the result of the contractor's negligence or equipment failure. Additional vault servicing or portable chemical toilets may be necessary for any of these sites during the term of the contract. BLM will notify vendor as soon as possible of additional servicing needs or placement/numbers of additional portable chemical toilets. BID SCHEDULES: 1. TUTTLE CREEK CAMPGROUND: 2. CHALK BLUFF ROAD: PERIOD OF PERFORMANCE: Estimated period of performance is one base year with four, one-year option years as follows: Base Year: 06/01/2017 to 05/31/2018; Option Year 1: 06/01/2018 to 05/31/2019; Option Year 2: 06/01/2019 to 05/31/2020; Option Year 3: 06/01/2020 to 05/31/2021; Option Year 4: 06/01/2021 to 05/31/2022.
