Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Biotage LLC, 10430 Harris Oak Blvd., Ste. C, Charlotte, NC, 28269-7518 for a Biotage Extrahera Solid Phase Extraction (SPE) automation system. The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 90 days. The purpose of this procurement is for Biotage LLC to provide a Biotage Extrahera Solid Phase Extraction (SPE) automation system with capabilities in Supported Liquid Extraction (SLE), Phospholipid Depletions (PLD) and Protein Precipitation (PPT). This instrument supports both plates and column formats and utilizes an extremely user-friendly software enabling most analyst to experiment with rapid method development in regards to sample cleanup. Further, the ease with which solvents can be replaced within the equipment as well as high level of compatibility with different plate/column configurations make the Biotage Extrahera SPE automation system the perfect option for future developments in sample cleanup, regardless of essay. Other similar systems rely heavily on the programming capabilities of the analyst which limit rates of method development and experiment setup. Other systems also do not have built-in hardware/software capabilities or do not have the throughput necessary for our requirement. Biotage is the sole manufacturer of the Biotage Extrahera SPE automation system and is the only known available source that satisfies our requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to Biotage, LLC. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contract Specialist, via email to TJustice@cdc.gov, no later than 12:00pm eastern standard time on March 17, 2017. Reference solicitation number RFP #2017-Q-66745 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
