Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. In accordance with FAR 13.106(b)(1), the purpose of this notice is to announce the intent to award a firm fixed price type contract on a sole source basis to Louisiana State University (LSU), Department of Petroleum Engineering, as a logical follow-on to Broad Agency Announcement (BAA) award, M15PC00007. This project titled, "Development and Improvement of Flow Models Applied to Multiphase Flows in Large-Diameter Pipes and High-Velocity Flows" will further develop LSU ¿s Flow Model to benchmark existing flow models or provide modifications to flow models already available in the literature to better understand complex multiphase flow and improve the quality of prediction on Worst Case Discharge (WCD) calculations. LSU is the only source capable of performing this requirement due to the proprietary nature of the flow model that was developed through the previous contract. It is anticipated that the period of performance will be twelve (12) months from date of award. The applicable NAICS Code is 541990. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a proposal which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business May 25, 2017 (reference Solicitation No. M17PS00038). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. POC: Paige L.
