Attachment A - DRAFT PWS Fiscal Year 2017 Tracking #IESE170055AP Solicitation Number ED-IES-17-R-0019 ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS**** This synopsis notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education (Department) anticipates release of a new Fiscal Year 2017 procurement titled " Impact Evaluation of Departmentalized Instruction in Elementary Schools" (hereafter referred to as "Departmentalization Study") on behalf of the Departments' Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The overarching purpose of the Departmentalization Study procurement is to evaluate the impact of departmentalized instruction in elementary schools on student achievement. More specifically, the evaluation will use a random assignment design to examine the impact of switching from self-contained instruction (teachers teach all subjects to a fraction of students in a particular grade) to departmentalized instruction (teachers teach one subject to all students in a particular grade). ANTICIPATED PERIOD OF PERFORMANCE The period of performance of this contract is one, 18-month base period, with two (2) Option Periods to be exercised at the discretion of the government. Option Period 1 is anticipated to be 24 months and Option Period 2 is expected to last for 20 months. ANTICIPATED ACQUISITION STRATEGY The Department anticipates releasing the Request for Proposals (RFP) in May 2017. It is also anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15.
