Description: NOTICE OF INTENT TO AWARD SOLE SOURCE INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS), Center of Medicare (CM) intents to negotiate and award as a sole source procurement to the National Quality Forum (NQF), 1030 15th Street, NW, Suite 800, Washington, DC 20005. The sole source award will be made under the authority of 41 U.S.C. 253(c)(1) as implemented be FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements. A Sole Source Justification has been approved. This requirement is intended as a sole source contract because the NQF is the only Nationally-recognized voluntary consensus standards entity for health care quality measures as defined by the National Technology Transfer and Advancement Act of 1995 (NTTAA) used by CMS to obtain consensus-based endorsement on publically reported quality measures. CMS currently uses NQF endorsed quality measures for Quality Improvement Organizations (QIO) initiatives and many of its reporting, public reporting, and value-based purchasing programs. The mission of the QIO program is to improve the effectiveness, efficiency, economy, and quality of service delivered to the Medicare beneficiaries. CMS has the need to keep its measurement standards up to date, consistent with new science, and available to the public. CMS funds will be used to pay the membership fees for the NQF. This membership includes a wide variety of healthcare stakeholders, including consumer organizations, public and private purchasers, physicians, nurses, hospitals, accrediting and certifying bodies, supporting industries, and healthcare research and quality improvement organizations. Members have direct input into the NQF consensus endorsement process (CDP) through open comment, vote, and final endorsement of all quality measures considered. CMS acts as both a voting member and a board member of NQF, granting CMS direct influence over the consensus process, setting national priorities and performance improvement goals, endorsing national consensus standards for measuring and public reporting on performance, and promoting the attainment of national goals through education and outreach programs. In order to maintain involvement in the public private partnership, CMS need to be a member of the NQF.
