Request for InformationVA Molecular Lab Interface to RLN 3 Introduction This Request for Information (RFI) is issued for market research and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The North American Industry Classification Systems (NAICS) is 541512, Computer System Design Services. The purpose of this RFI is to identify qualified contractors who are able to meet the Department of Veterans Affairs (VA) requirements, determine if commercial items are available or, could be modified to meet VA s requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. Background The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), VHA Innovation Program is to provide benefits and services to Veterans of the United States.   In meeting these goals, OI&T strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner.   VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. In Fiscal Year (FY) 2016, the VA Innovation Project identified the VA Laboratory Systems Re-engineering Project s (LSRP) Cerner Helix module and Reference Lab Network (RLN) as solutions that could provide genomics order/results workflow management, genomics instrument connectivity and commercial reference laboratory connectivity that Vista is incapable of processing and managing today. Current Vista laboratory functionality is incapable of handling the pre-analytical data generated by molecular instrumentation currently in operation at VA genomic testing laboratories. These molecular analyzers have limited storage, access and transport capacity requiring VA genomic laboratories to purge data to function properly. LSRP s Cerner s Helix module provides the required molecular instrument connectivity to interface with these analyzers, store the data sent by the analyzers, manage and data mine the patient s historical data as well as receive and process molecular orders and results required by VA genomic laboratories. Integration with VistA or CPRS is not in scope so VA clinicians will be required to directly sign into Helix to view genomic data, manage data reporting analysis and test results. Reporting molecular results to VistA will continue to be manual data entry or alternatively through the RLN network replicating the method send-out results are managed today from commercial laboratories like Quest or LabCorp. The Cerner RLN network will manage the connection to targeted commercial reference (Quest, LabCorp and ARUP) as well as seven (7) VA genomic laboratories and the MAE enabling orders and specimen results to pass to and from VistA.   The RLN network involves the use of the communications protocols/interfaces developed for LSRP. The RLN network is widely deployed by Cerner at over 500+ laboratory sites in the private sector today.   The RLN network will provide connectivity configurations to seven (7) VA genomics laboratories, MAE and VistA. The RLN network project is not dependent on the LSRP sustainment/upgrade, but the Helix project is dependent on the successful upgrade of the LSRP Alpha site at VA Hospital Huntington, WV. The LSRP sustainment/upgrade will allow communication protocols and enhancements to be deployed which will provide the potential for virtualization of the Helix module enabling testing equipment to be integrated at multiple physical locations. However, virtualization of the LSRP Alpha site is not in scope for this project. Requirements Please see the attached DRAFT Performance Work Statement for the more detailed draft responses. The Contractor shall deploy and maintain the following Cerner Millennium Helix capabilities and services to one (1) VA genomic performing laboratory in Tampa, FL and RLN network capabilities to seven (7) VA genomic laboratories: Tampa, FL, Washington D.C., West Haven, CT, Little Rock, AR, New Orleans, LA, San Antonio, TX, Los Angeles, CA, the MAE and VistA. This support includes: monthly progress and on-boarding requirement reports, remote hosting, technical support, system security, network connectivity, application support requirements, testing, capacity planning and operations and maintenance as well as setup and installation of the solution, followed by licenses and software support fees. Submittal Information This is a RFI only. It is requested that all companies interested in participating in this effort note their interest and provide indication of their respective capabilities to perform the effort described in the attached Performance Work Statement (PWS), titled Genomic Laboratory Information Management System (LIMS). Promotional material will not be accepted as an indication of capability. Companies must provide description of actual work performed that is relevant to the task areas in the attached PWS. It is also requested that the vendor respond to the following questions 1. Capabilities/Qualifications (3 pages) Description of the capabilities/qualifications/skills your company possesses to perform the work. 2. Other Market Information (1 page) Provide confirmation from Cerner that an outside firm will be allowed to support the changes to its commercial product required by this PWS.
