- This is a Sources Sought Announcement and Project Labor Agreement (PLA) Survey only. This is not a Request for Proposal/Bid/Quotation and neither specifications nor drawings are available at this time. No solicitation is currently available. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to responses, comments, or suggestions will not be provided. The NAICS is 237990 Other Heavy and Civil Engineering Construction (Dredging). The Small Business Size Standard is $27.5M. Estimated Magnitude of Construction: Between $25,000,000 and $100,000,000. SCOPE OF WORK SUMMARY Dredging will be performed in the Monongahela River between Locks and Dam 3 (river mile 23.8) and Locks and Dam 4 (aka Charleroi, river mile 41.5). Dredged materials will be placed in a Government owned upland area, known as Victory Hollow, at approximate river mile 34.5 on the left bank of the Monongahela River. The contract will include: a. Approximately 1.2 million to 1.5 million cubic yards of in river dredging and upland placement of the same dredged material and, b. Offloading and upland placement of materials generated from other Government contracts associated with the overall Lower Mon project, but not specifically related to this dredging contract. The work includes but is not limited to the following: dredging; dewatering of dredged material; placement of dredged materials in the upland fill placement site; offloading, dewatering, and placement of other contractor's material (dredged material and concrete rubble); construction/fabrication of a dock front at the offloading location, capable of supporting the dredging operations and handling of dredged and other material; and environmental compliance associated with the offloading and fill placement areas. The Government anticipates that this will be a Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) Requirements Single Award Task Order Contract (SATOC) solicited as an Invitation for Bid (IFB) under FAR Part 14 - Sealed Bidding. The period of performance will be one base year plus two, one-year options. Contractor will be required to provide Performance and Payment bonds. Official Solicitation is anticipated to be issued in June of 2017. SOURCES SOUGHT INFORMATION REQUESTED: 1. Contractor's name, address, point of contact, phone number, and e-mail address and website (if any). 2. Contractor's business size designation and socio-economic sector (eg. Large, Small, 8(a), HUBZone, Service Disabled Veteran Owned, etc). 3. Commercial and Government Entity (CAGE) Code and DUNS Number. If a member of a joint-venture or mentor -protégé agreement with the SBA, please provide information on both members of the JV. 4. Company's interest in bidding on the solicitation once it is issued. 5. Company's capability to meet the requirements including specific equipment and experience with the type of work (magnitude and complexity) of the work described in this sources sought announcement. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. If a member of a joint venture, the respondant should include relevant information from both members of the joint venture. 6. A statement or list of your firm's current or past technical experience (within the past five years) similar or the same as the summary scope of work and construction magnitude. Include a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture, the respondant(s) should include relevant information from both members of the JV. 7. A statement on your firm's bonding capacity, both aggregate and single contract. PLA SURVEY: A PLA is a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project. PLAs are permissible pre-hire agreements under section 8(e) and (f) of the National Labor Relations Act, which authorities the use of these agreements between labor organizations and employers engaged primarily in the building and construction industry. Since USACE is not an employer engaged primarily in the building and construction industry, USACE will neither negotiate nor become signatory to a PLA. In relation to PLAs, please respond to the following questions: 1. Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation. 2. Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible. 3. Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible. 4. Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 5. Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 6. Identify any additional information you believe should be considered on the use of a PLA on the referenced project. 7. Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project. Note: The PLA supporting documentation submitted should include the following information on projects completed in the last 2-5 years: 1) Project Name and Location 2) Detailed Project Description 3) Initial Cost Estimate vs. Actual Final Cost 4) Was the project completed on time? 5) Number of craft trades present on the project 6) Was a PLA used? 7) Were there any challenges experienced during the project?
