Description
05/09/2015 Draft Base PWS, Draft TO PWS, Draft Pricing Model Attachments, and Draft Task Order PWS are provided. 04/18/2017 Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic has a requirement to standardize Management and Business Analytical Services (MBAS) to support SPAWARSYSCEN Atlantic's Business Intelligence Enterprise (BIE). The proposed procurement will standardize the BIE processes across the Command and will allow improved Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) services capability in supporting customer and Command objectives. The services will require access to sensitive business information that includes planned budget information and historical data related to contractual actions that are essential to providing support services in project planning and execution. The BIE contains a cycle of closely related tasks that support C5ISR product delivery. Taskings on this contract will improve standardization in performing project management, advanced analysis of business and financial data, building and maintaining data universes, metrics, reports, assessments, data collection, document preparation, financial reviews, and studies and surveys within SPAWARSYSCEN Atlantic. This information is used to provide predictive analysis, to forecast and to develop reports which support roughly 900 major projects within SPAWARSYSCEN Atlantic and more than 10,000 C5ISR deliverables to the fleet and field components yearly. This is a pre-solicitation notice, and the Government anticipates that a formal solicitation will be issued in May 2017 under 100% Small Business Set Aside. The Government anticipates award of a single-award, performance based, cost-plus-fixed-fee (CPFF), firm- fixed price (FFP), indefinitely delivery, indefinite quantity (IDIQ) contract. The period of performance is a five year ordering period with one six month option. The NAICS code for this effort is 541611, and size standard is $15 Million. This notice of intent is NOT a request for competitive proposals. This pre-solicitation notice is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Questions and Answers from this Industry Engagement are forthcoming. 03/22/2017 Industry Day Slide with Tasking Examples (Draft) 03/15/2017 Industry Day for SPAWAR Systems Center Atlantic Management and Business Analytics Support (MBAS) Industry Day for Space and Naval Warfare Systems Center (SPAWAR) Atlantic Command- Wide Contract Management and Business Analytics Support (MBAS) (N65236-16-R-0018). 1. SPAWAR will hold an Industry Day for the MBAS, solicitation N65236-16-R- 0018. The Industry Day will be held at Joint Base Charleston, Building 3112 Quad A & B Tank Road, North Charleston SC 29419 on Friday, March 31, 2017 from 08:00-17:00. 2. The purpose of this Industry Day is to: 1) improve the understanding of the Government's anticipated contract strategy; 2) improve the understanding of the Government's technical requirements; and 3) provide prospective offerors an opportunity for networking (to promote teaming arrangements). 3. SPAWAR Atlantic released a draft PWS for this effort on 3/10/2017 through the SPAWAR E-Commerce website (https://e-commerce.sscno.nmci.navy.mil/). Once the Acquisition Plan has been approved for this procurement, draft RFP will be released along with information for another Industry Day. The projected timeframe for draft RFP release is 3 Quarter FY17 and 4 Quarter FY 17 for the final RFP. 4. It is recommended that you carefully read the draft PWS for this effort and associated documents for N65236-16-R-0018. 5. Attendee limitation: Due to Limited seating and parking, prospective offerors will be limited to two Industry Day attendees per company. If you plan on attending, please register using the following link; https://einvitations.afit.edu/inv/index.cfm?i=335246&k=0162470B7F51 no later than 1700 on 24 March 2017. Please be advised that security paperwork will be required for attendance, if you don't already possess a CAC and access to SPAWAR facilities. A link to the Agenda is provided in the registration form. 6. Industry Day will include presentations from SPAWAR Atlantic technical personnel and SPAWAR Atlantic contracting personnel. There will not be a question and answer session during Industry Day. Questions about the requirements and/or information presented at the Industry Day must be submitted in writing to the Industry Feedback functional mailbox at industryfeedback.fct@navy.mil. All questions and answers submitted before and after Industry Day will be recorded and posted to SPAWAR E- Commerce. Additionally all presentation material given at the (https://e- commerce.sscno.nmci.navy.mil). Additionally, all presentation material given at the Industry day will be made available to prospective offerors via SPAWAR E-Commerce. We recommend prospective offerors subscribe to the solicitation (N65236-16-R-0018) on SPAWAR E-Commerce. 7. Industry Day will also include an opportunity for brief one-on-breakout sessions with Government technical and contracting personnel. Each company may request a 15 minute session with their registration. The Government will have a limited amount of one-one-one slots available, therefore they will be provided to contractors on a first come first served basis. If you request a one on one session and we cannot immediately place you in a 15 minute slot, you will be placed on a wait list. 8. Attendance at Industry Day is NOT a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitation. The Industry Day for this requirement will only address information related to solicitation N65236-16-R-0018. Further, prospective offerors are not required to attend the Industry Day in order to obtain presentation material or submit questions. 9. Directions to Joint Base Charleston, Naval Weapons Station, Southside, Gate 4:From the Charleston Airport, take I-526 East. From I-526 (either East or West bound), take the North Rhett Avenue exit and make a left turn onto North Rhett Avenue. Proceed approximately one-half mile and turn right onto Remount Road. Approximately one- quarter mile, turn into the base (Gate 4) just past railroad tracks. (Approximate GPS address for Gate 4 is 1060 Remount Road, N. Charleston, SC 29406.) 10. Present your Common Access Card (CAC) for base entrance. If you do not have a CAC, please present a copy of your invitation and a valid driver's license (or an official photo-identification card) to the base sentry. After you enter the gate, Building 3112 is the first building on the right. While you attend the MBAS Industry Day, display your invitation on the dashboard of your vehicle, visible through your windshield. 03/10/2017 Please see updated PWS, section 8. The purpose of this effort is to provide SPAWARSYSCEN Atlantic with business management analytical support for planning, programming, budgeting and execution of the SSC Atlantic's Programs and projects.
