Description
NASA Goddard Space Flight Center has a requirement for NASA to purchase Uniform Source Calibration Sphere System. Procurement Item: Portable 12" uniform radiance source with a 4" exit aperture including variable attenuators & spectralon coating for full spectrum (350 to 2500 nm) characterization at a wide dynamic range. Sphere radiance monitored through NIST traceable internal detectors. Radiance levels are adjustable via attenuators from full sun to night vision levels. Spatial luminance uniformity of source over the exit port is +/- 1% making it suitable for characterization of wide dynamic range imaging spectrometer systems. Application: Calibration & characterization of field deployable spectral radiometers ranging from full spectrum VSWIR reflectance capabilities to ultra-high spectral resolution systems for in situ Solar Induced Fluorescence (SIF) measurements along with the airborne imaging spectrometer capabilities of G-LiHT. While the calibration capabilities of the GSFC optical laboratories are extensive, we have specific gaps in our calibration & system characterization capabilities that would be filled by the proposed system: • Enables full characterization of instrument non-linearity through variable light attenuators. • Maintains uniformity & allows for calibration at low light levels suitable for characterization SIF systems. • Large exit aperture allows for side by side rapid cross calibration of multiple instruments & instruments with a wide FOV. Specific Calibration System Requirements: • Portable illumination source with a minimum 12" diameter and a 4" exit aperture. • Spectralon inner sphere liner with high reflectance from 350-2400nm. • All quartz tungsten halogen light sources powered through constant current power supplies. • Portable electronics rack for all power supplies, variable attenuator controllers, and computer. • Silicon detector with shutter and filter holder. • Computer controlled variable attenuator with closed-loop control of radiance and with a dynamic range at least 1:1,000. • Computer control software for all system components including ability to accept commands through an APIOTW (Application Program Interface Over The Wire). • A minimum achievable luminance of 50,000 cd/m^2. • A minimum luminance resolution of 1.0 cd/m^2. • Spectral radiance calibrations for each light source from 300-2400nm (must be NIST traceable) • All light sources CCT (correlated color temperature) of 3000 K ± 50 K • Spatial luminance uniformity ±1.0% • Spatial luminance uniformity mapping (must be NIST traceable) • Angular luminance uniformity ±1.5% • Angular uniformity calibration of luminance, ±30º across vertical and horizontal axis (must be NIST traceable). NASA intends to purchase the item from Labshere, Inc. pursuant to FAR 13.106 for the acquisition of supplies or service determined to be reasonably available from one source. To our knowledge, no other vendor can provide this item for reasons of operation uniformity and compatibility. The government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statements to perform the effort in writing via email to Gilser Nash at gilser.a.nash@nasa.gov no later than 10:00 a.m. on May 19, 2016. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis, based upon resonses to this notice, is solely within the discretion of the government. Oral Communications are not acceptable in response to this notice. Responsible sources may submit a statement which shall be considered by the agency. A clause 1852.215-84, Ombudsman, is applicable.
