Description
Amendment No. 01 - cancellation of the time extension which was submitted in error. No responses received as of May 9, 2017 as originally posted. THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to negotiate with MA Tech Services, Inc. herein referred to as the Contractor for a Preventative Maintenance and Service contract inclusive of parts on three (3) MGA 200 Mass Spectrometer Systems for the measurement of N2, O2, CO2, Ar, and He; serial numbers 245, 685, and 301. The contract will be for a Base (1) one-year, plus four (4) one-year Option Periods. All option periods are pending availability of funds in accordance with FAR 52.232-18 and FAR 52.232-19. T he maintenance contract includes travel, and seven hours of labor per call (any additional labor will be billed at prevailing rates per hr.) for 2 preventative maintenance calls in a 6-month period at the customer's site which will be scheduled by the Contractor. This is a multi-unit contract and calls are scheduled on the same day. Preventative maintenance under the terms of this contract shall be limited to the following functions and parts: One service call including: Change vacuum pump oil. Test of the overall Vacuum system. Alignment of Ion Source. Alignment of Electron Guns #1 and #2. Complete Test of the System. Calibration of all gases that the customer has on hand. Additional labor charges, parts, or service calls will be billed at current prices. Typical replacement parts: i.e., the filaments and the ion pump element. Filament rebuilt. If core is not sent back, the cost of $550.00 per unit will be charged. This does not include screws or ceramic included (see 11500-ac). Old part # 1100-0164. Under the terms of the contract, a total of 2 PM's in a 12 month period; One emergency service call can be requested in replacement of 1 of 2 preventative maintenance calls (per emergency service call request) which will be supplied upon customers demand and will usually be completed within 2 working days of notification, although completion time is not guaranteed. The contract will be completed when 2 service calls have been made. The contract cost pays all travel and per diem charges for normal service call, as well as on site field service labor as detailed in contract. Parts required for repair will be billed at current list price. After performing the Market Research it is determined that there is only one source available for the type of service on the above equipment. The statutory authority for this sole source procurement is FAR 6.302-1(a)(2). The proposed vendor is MA TECH SERVICES, Inc., 1920 South Broadway, Saint Louis, Missouri 63104. MGA 1200s mass spectrometers for the measurement of N2, 02, CO2, Ar, & He are highly specialized and older equipment that are no longer manufactured. MA Teach services has unique skills in repairing and maintaining this equipment that they have acquired over years of working with this equipment. MA Tech also has a stock of spare and replacement parts available for these obsolete analyzers, and thus they can repair this equipment quickly. Also included in this procurement request is the replacement of three (3) ion pump elements and three (3) filaments. The NAICS code for this action is 811219, with a size standard of $20.5 Million. MA TECH SERVICES, INC. is registered as a small business under this NAICS. ARS requires that all contractors doing business with the USDA, ARS must be registered with the System for Award Management (SAM). This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received within five days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
