Description
This is not a solicitation announcement This is a sources sought synopsis only for market research. The purpose of this synopsis is to gain knowledge of potential qualified sources for service disabled veteran owned small business and veteran owned small business set asides relative to NAICS code listed. Written responses emailed to the point of contact for this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may or may not be published in the Federal Business Opportunity (Fedbizopps) website and/or in GSA eBuy. If solicitations are requested they will be requested per FAR and VAAR regulations. Responses to this sources sought synopsis are not considered adequate responses to an upcoming solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought announcement. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 334510 (1,250 employees). Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) Must provide a capability statement that addresses the organizations qualifications and ability to perform for the work described below. (j) Responses must be sent to theresa.hamilton@va.gov by the response date specified in FBO. Statement of Work Spectrum Analyzer General Objectives and Requirements Purpose: Spectrum Analyzer Background: A spectrum analyzer is used in the installation, maintenance, and troubleshooting of wireless communication systems e.g. CDMA, GSM, WLAN, and Bluetooth. The Phoenix VA Health Care System (Agency) needs a spectrum analyzer to troubleshoot signal interference issues that affect medical equipment used for direct patient care. This request is in response to intermittent stress test treadmill failures due to signal interference. A vendor was called out to evaluate the treadmill and he discovered an unusual spike in radiofrequency near the treadmill. However, the device emitting the interfering radiofrequency cannot be pinpointed. There is also an increasing need for a spectrum analyzer as the Agency purchases more sophisticated and complex equipment such as telemetric patient monitoring. Scope: Items labeled as Priority of 2 or 3 are Salient Characteristics for each item. Priority levels 1 are not salient characteristics, but preferred characteristics. Weight: 4lbs or less 2 xiii. Carrying case 1 xiv. Magnetic Field Probe 1 xv. Magnetic field strength function 1 xvi. Tracking generator 1 Legend: 1= Low 2= Medium 3= High Spectrum Analyzer Accessory Kit: CLIN 0002 Line Item Characteristic Priority i compatible with model in 2.A 3 ii. Convenient interconnection kit 3 iii. BNC & N type 50 connectors 3 iv. Instrument grade adapters 3 v. Gold plated center contacts 3 vi. Storage case 2 Dipole Antenna: CLIN 0003 Line Item Characteristic Priority i compatible with model in 2.A 3 ii. DETECT ELECTRIC FIELD. RANGE: 0.8- 1 GHZ. 3 Specific Tasks: (1) Year warranty on all new equipment to include all parts and labor. The C&A requirements do not apply and a Security Accreditation Package is not required. The medical devices shall not capture or process PHI/PII/III. Frequency measurements and screenshots of the graphs can be stored on the spectrum analyzer. The measurements and screenshots may be saved on a computer or printed with a compatible printer. Performance Monitoring. The Agency will verify that the system is functional. Security Requirements.
