Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) 6150 Oak Tree Blvd, Ste 300 Independence, OH 44131 May 9, 2017 VA701-17-N-0143 REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT NOTICE Vascular Ultrasound Scanner EQ-67 INTRODUCTION This Request for Information (RFI)/Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced, and interested potential sources capable of providing the products described in the Statement of Work (SOW). The Government is also seeking to obtain industry comments and questions regarding the draft SOW related to any aspect of the requirement to include, but not limited to: the delivery date, individual product specifications, warranties, etc. Responses will not be considered as quotes, nor will any award be incurred by interested parties in responding to this RFI. BACKGROUND The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is in the process of planning a requirement in which a contractor will be required to provide 8 Ultrasound Vascular Access Scanners (see attached SOW).   SUBMITTAL INFORMATION The VA is conducting market research and is seeking written responses with information to assist with identifying potential sources that are interested in, and capable of, providing the products described.   Please review the information below, the attached SOW, and identify whether your company has the capability and interest to provide the brand name items listed or equivalent items that possess the salient characteristics as described. If your company would propose equivalents, please respond with the following: (1) the model information, (2) cut sheets containing specifications for said equivalents, and (3) the number of any applicable GSA schedule if one exists from which these items can be procured.   Further, if you believe a different NAICS code or Product Service Code (PSC) is a better fit for the subject requirement, please provide that information to us as well. NAICS:   334510 - Electomedical and electrotherapeutic apparatus PSC:   6525 Imaging equipment and supplies: medical, dental, veterinary Interested contractors who are responsible and capable of providing the products described are strongly encouraged to respond by the date specified. At this time, no acquisition strategy has been decided. Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response that provides clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following information: Company name and address Company point of contact name, telephone number, and email address Company business size and status (i.e. Large Business, Small Business, Service Disabled Veteran Owned Small business, Woman Owned Small Business, etc.), the number of years in business, and affiliate information. If the company holds a Federal Supply Schedule (FSS) Contract list the GSA Contract Number and relevant SINS. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. The contractor may provide an electronic copy of the cut sheets/manufacturer s specifications for the items identified in the SOW. The Government asks that these cut sheets/manufacturer s specifications contain adequate specifications for the Government to determine if the product meets the specifications identified in the SOW. It is requested that the above information be provided no later than 10:00 a.m. (Eastern) Tuesday May 16, 2017. DISCLAIMER This RFI/Sources Sought Notice is being issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.  Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract.  Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice.  No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information.  At this time, no solicitation exists; therefore, please do not request a copy of the solicitation.   Any resulting procurement action will be the subject of a separate, future announcement.  The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.  The acquisition strategy, evaluation methodology, contract type, and any other acquisition decisions are to be determined.
