Description
Terms of Use Agreement The Naval Sea Systems Command (NAVSEA) intends to issue a Full and Open Competitive solicitation for the development of a First Article Unit and production of up to 47 Tactically Oriented Technology Insertion Imaging Masts (TOTIM) under a performance specification. This requirement also includes diploop cable assemblies, Engineering Services, and Provisioned Item Orders. The resultant contract will include one (1) base year and five (5) option years. The RFP is expected to include a Cost-Plus-Incentive-Fee (CPIF) First Article design and development in the base period with first article units being procured on a CPIF basis in option year 1. Production units shall be procured on a Fixed-Price-Incentive basis in option years 1-5. Engineering and Technical Services will be procured on a Cost-Plus-Fixed-Fee level-of-effort basis with support on a cost-only basis. The TOTIM is the future generation panoramic, modular, and non-rotating photonics mast. THE SOLICITATION WILL NOT BE POSTED PUBLICLY ON FEDBIZOPPS. The solicitation and/or draft solicitation, performance specification and other related controlled files will be distributed only to those companies with a validated security clearance. To attain this validation, prospective offerors must submit a completed "Terms of Use" agreement (attached to this synopsis) completed and signed by an authorized representative of the company to the PCO Representative, Ms. Cady Walker, at cady.walker@navy.mil and the Contracting Officer, Ms. Lisa Sherman at lisa.sherman@navy.mil. Upon release of the RFP and/or draft RFP, interested offerors shall also submit an "Explicit Access" request to access the secure document package for this solicitation in FEDBIZOPPS. Once a prospective offeror's need-to-know and security clearance is verified and approved, the company will be authorized to receive the solicitation and/or draft solicitation, performance specification and other related controlled files via the secured portal on FEDBIZOPPS. Any classified data related to this solicitation and/or draft solicitation will be mailed to the mailing address identified in the "Terms of Use" agreement. Interested offerors are encouraged to submit their "Terms of Use" agreements prior to posting of the RFP (or draft RFP). However, the solicitation and data will not be distributed to offerors until the RFP (or draft RFP) is issued. National policy does not support release of these sensitive documents to foreign sources. DFARS 252.204-7004 Alternate A, System for Award Management, applies. Lack of current registration in the SAM database will make an offeror ineligible for award. Registration information may be obtained via www.sam.gov. Once the RFP (or draft RFP) is issued, the Government will consider all comments received. The Government does not commit to providing a response to any comments or questions. The subsequent revision to the RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This is not an RFP. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract. The Government is not responsible for any cost incurred by industry in responding to this notice.
