- Description
- The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award contract efforts to Northrop Grumman Systems Corporation - Aerospace Systems (NGSC-AS), San Diego, CA for the Link-16 hardware and software integration into the MQ-8C Fire Scout Air Vehicle configuration for an In-Flight Target Update (IFTU) demonstration. The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC-AS is the sole designer, developer, manufacturer, and integrator of the MQ-8 Fire Scout UAS, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements for the In-Flight Target Update. Additionally, this effort requires use of a Systems Integration Lab (SIL) that is currently qualified with Fire Scout hardware and software in order to fully support the integration and test of the Link-16 capability on a Fire Scout Air Vehicle. The Government is currently under contract with NGSC-AS, as the Prime Contractor for the Fire Scout Air Vehicle, to operate and maintain a qualified Fire Scout SIL at Rancho Bernardo, CA. This SIL is capable of supporting the integration and test of the Link-16 capability on an MQ-8C. The duplication of sunk costs required to develop and validate a second source Fire Scout SIL would not be recouped through competition. In addition, any schedule delays in meeting the overall IFTU requirement would impact the expected design reviews necessary by 4 th quarter 2017 and therefore would not meet the Government requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
