J&A Ephox NOTICE OF INTENT TO AWARD SOLE SOURCE: JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION - ABOVE THE SIMPLIFIED ACQUISITION THRESHHOLD. The General Services Administration (GSA) IT, Applications Oprns & Maintenance Br utilizing Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by (FAR Part 13.501), intends to award a sole source purchase order to Ephox Corporation, Palo Alto, CA, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Description: Ephox Editlive! Software Support Subscription: The GSA Office of CIO IAGC requires Ephox Edit Live! Maintenance, upgrade and support for its existing content management system (CMS) for GSA's primary external and internal websites, www.gsa.gov and InSite.gsa.gov. The existing CMS includes WYSIWYG editing using the Ephox Edit Live Product and is used across all GSA components including FAS, OGP, PBS, and staff offices. GSA needs a tool that automates 508 compliancy checks, provides an interface for image uploads and inserting HTML code for content on the InSite websites. The need for this tool is critical as it is embedded into the open source platform and used to manage content by managing editors inside the CMS. The enterprise license allows the tool to be run on an unlimited number of computers for an unlimited number of GSA users inside the CMS: ITEM DESCRIPTION MFR UNIT OF ISSUE QTY UNIT PRICE EXTENDED PRICE EMEA EditLive! Enterprise Edition Processor License For End-User Usage Only. A Processor is Defined as up to 2 Cores. For multi-cores, every 2 cores will equal 1 processor. Licensed for 7 processors. Period of Performance is: July 1, 2017 - June 30, 2018. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. The Request For Quotation (RFQ) ID Number is: ID14170138, is for commercial items and Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures. This requirement is 100% set aside for small businesses under the associated North American Industrial Classification System (NAICS) 511210 -- Software Publishers. All quotes must be received via e-mail not later than closing date: May 24, 2017 @ 10:00AM Eastern Time to GSA, Office of Internal Acquisition, directly to E-mail: denise.young@gsa.gov, "only." 2. In order to be eligible for award, offeror must be registered in www.SAM.gov, with completed representations and certifications. 3. Upon submission of quote, all Offerors must be registered in the Regional Business Application (RBA). You may visit https://portal.fas.gsa.gov for instructions and assistance on registration. The registration must include Contractor Name, Contractor Company, Contractor’s GSA Schedule Contract Number (e.g., GS-##X-####). If Offeror is currently registered, Offeror must verify prior to submission of quote, users are listed in RBA and “all access” is granted. If this is an initial registration, the Offeror must list users and select “all access” upon registering. Offeror must verify the company address and DUNS number must correspond with the company’s address in GSA e-Library and System for Award Management (SAM).
