- The Mission and Installation Command, Carlisle Barracks intends to award on a sole source basis a purchase order to Army & Air Force Exchange Service, Bldg. 313 Lovell Ave., Carlisle, PA, Cage Code 1N0B9 to provide food and beverages in support of the 2017 National Security Seminar (NSS) to be held from 04 June to 08 June 2017. The contract type will be Firm Fixed Price (FFP). The NAICS code is 722320 and the FSC code is S203. This acquisition is under the authority of FAR Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). This is not a request for competitive offers, and a solicitation will not be issued. Responsible sources may submit a quotation in writing, oral communications are not acceptable, and all responses must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All respondents shall be registered in the System for Award Management (SAM), have a valid DUNS number, Cage Code, and Tax Identification Number. Interested persons may identify their interest and capability to respond to the requirement prior to 16 May 2017. This notice of intent is not a request for competitive quotes; however, all responses received NOT LATER THAN 16 May 2017 may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
