- Attachment J-4 Stormwater Pollution Prevention Plan Template Attachment J-3 Signed Cover Sheet Attachment J-3 Construction Plans Attachment J-2 Technical Specifications Solicitation The objective of the Crooked River Valley Rehabilitation Project is to address the impacts of historical dredge mining on aquatic habitat conditions. The Crooked River Valley Rehabilitation project was designed to be constructed in 4 - 6 Phases. The Phases include building a bypass channel, rebuilding floodplain and river channel, and adding large wood structures. Phase 1 Bypass work was completed in 2016 and Phase 2 Bypass Work will be completed in 2017 under a separate contract. The project is being performed on the Red River Ranger District of the Nez Perce Clearwater National Forests in collaboration with the Nez Perce Tribe Watershed Program and funded by Bonneville Power Administration. This contract requires the work specified under Option 2 of the Crooked River Valley Rehabilitation Project. Option 2 requires installation of 10 large woody debris structures utilizing on-site material and re-grading approximately 11 acres of floodplain including bankfull and upland elevations. The floodplain re-grading will require moving and reshaping approximately 11,800 cubic yards of mine tailings on site and hauling approximately 16,300 cubic yards of excess material to a staging area. On site soil and wood chips shall be used as surface treatment on the newly created floodplain. Contractor shall also salvage and transplant/utilize/stockpile soil, brush, vegetation and trees and create floodplain roughness. Contractor shall perform survey and construction staking incidental to these work items. Contractor shall furnish all labor, equipment, structures, supervision, transportation, operating supplies (except those designated at Government-furnished), and incidentals necessary to complete the project as required by the contract, plans, and specifications. The project is approximately 45 mi east of Grangeville, Idaho. At the junction of Highway 14 and the Crooked River Road (FR 233), travel south for approximately 0.25 mile to the project area. The Government's construction estimate is between $250,000 and $500,000. A formal pre-bid tour will be held; see Section L of the solicitation for details. It is anticipated that the solicitation will be issued in early May. Construction work shall commence approximately July 1, 2017; all work shall be completed by September 30, 2017. All in-stream work must take place between July 15th and August 30, 2017. Solicitation was issued on 5/10/2017. Original bid bonds are required.
