For the emergency purchase of Human Thrombin. Department of Veterans Affairs Contracting Office 2 (NCO 2) intends to award on a sole source basis with Baxter Healthcare Corporation (DUNS: 005083209), pursuant to FAR Subpart 13.5 and FAR 13.106-1(b)(2). The proposed action is needed to procure the Human Thrombin, which is needed by Cardiac Doctors within Manhattan VA Medical Center to perform emergency scheduled Cardiac Surgeries. Market research was conducted and determined that Baxter Healthcare Corporation is the only vendor capable of providing service necessary that meets the emergency timeframe requirements. Item#1503352-Sealant, Surgical, Floseal, Human Thrombin/Sodium Chloride, 10 ML, Kit, needle free Adapter, hemostatic matrix, sterile applicator tips and bowl. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide supplies/services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government may consider all Expressions of Interest received prior to May 10th, 2017 by 5pm EST. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Shari.Lee@va.gov and received by 5 PM EST on May 10, 2017; bidders are responsible for ensuring their EOI reaches the designated contracting officer on-time.
