- Solicitation SPE300-17-R-0034 is designed to place Market Ready Fresh Milk and dairy items, all fully competitive, on contract(s) for various Department of Defense ("DoD") customers in Virginia. The resultant contract will be issued as a firm-fixed price IQC with EPA applied to Class I fluid milk items and firm fixed price with two pricing tiers for all other items for the entire term of the contract. The contract period is expected to be from June 25, 2017 to June 20, 2020. Tier 1 will be from June 25, 2017 to June 22, 2019. Tier 2 will be June 23, 2019 to June 20, 2020. Additionally, this acquisition is being solicited as a partial Small Business Set-Aside procurement. The Small Business Set-Aside will apply ONLY to Group I and Group III. HubZone Evaluation Preference will apply ONLY to Group II as it is being solicited as unrestricted. Therefore, there will be no HubZone Evaluation Preference for Group I and III. This solicitation contains the estimated milk and dairy item requirements for customers in Virginia. The solicitation contains three (3) groups: Group I - Andrews AFB, Dover AFB (Small Business Set Aside) Group II -Ft. Meade, Ft. Detrick (Unrestricted with HUBZone Evaluation Preference) Group III - VA Hospitals (Small Business Set Aside) Anticipated solicitation issue date is May 10, 2017. All responsible sources may submit proposals that will be considered by the DLA Troop Support. Copies of the solicitation will be found on the DLA-BSM Internet Bid Board System at https://www.dibbs.bsm.dla.mil. If not already registered, prospective offerors will be required to do so prior to viewing and downloading a copy of the solicitation. RFPs are in portable document format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. This software is available free at http://adobe.com.
