Shultz National Foreign Affairs Training Center of the Department of State is the federal government's primary training facility for personnel of the foreign affairs community. The Foreign Service Institute(FSI) is the Department bureau that provides training for employees of the Department of State and other agencies at the Shultz Center. The Transition Center offers basic self-defense training to foreign affairs agency personnel and their eligible family members in the form of the Basic Personal Defense (BPD) course. In its second year the course has had over 220 participants with an average class size of 18-23. The course is capped at 25 participants. The course is mostly comprised of Department of State employees and family members although it is open to all U.S. government employees. The Foreign Service Institute is actively seeking a contractor with multiple presenters to facilitate the Basic Personal Defense (BPD) course. The overall aim of this BPD course is to motivate individuals to identify the likely personal security risks, primarily those overseas, and to develop a plan for dealing with those risks. The two and a half hour program is offered approximately twelve to seventeen (12-17) times a year, and utilizes a variety of techniques and information in order to maximize the effectiveness of the program. The BPD course requires qualified instructors with international experience to provide presentations on physical threats in the overseas environment and practical self-defense techniques and strategies. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement contains an attached solicitation; quotes are being requested.
