- Justification and Approval The United States Agency for International Development’s (USAID) Office of Acquisition and Assistance (OAA) in Washington, D.C., intends to modify AID-OAA-C-13-00141, the Environmental Communications, Learning and Outreach (ECO) contract, by i ncreasing the total estimated cost $2,046,531, from $11,280,039 to $13,326,570. T he purpose of the ceiling increase is to allow the support services in training, knowledge management, communications, and facilitation provided to four offices in USAID’s Bureau for Economic Growth, Education and Environment (E3) by the Training Resources Group, Inc., to continue until a new procurement can be competed and awarded during the second half of Federal Fiscal Year 2018.
