- DRAFT RFP HQ003417R0086 Pentagon Support Operations Center (PSOC) Project THIS PROCUREMENT IS UNRESTRICTED Pentagon Support Operations Center (PSOC) Project The estimated contract value is between $25,000,000 and $100,000,000. The NAICS code for this project is 236220 and Average Annual Receipts Is $36.5 Million Over the Past Three Years. Washington Headquarters Services (WHS) is seeking eligible businesses capable of both design and build of areas totaling 33,715 square feet which will consist of the structures listed below: A one (1) story structure not to exceed 26,653 square feet to house the Pentagon Force Protection Agency (PFPA) Firing Range & Armory, K-9 Unit, and Court Liaison and Evidence (CLE) Branch; A separate kennel structure not to exceed 7,062 square feet connected to structure A above by a covered walkway. The complete project must achieve or exceed Leadership in Energy & Environmental Design (LEED) Silver certification from the U.S. Green Building Council (USGBC). The structures shall not include any subsurface or basement square footage as useable or inhabited space. Project Location The project is located within the site known as the Modular Office Compound (MOC) located in Zone 5 at the northern end of the Pentagon Reservation North Parking lot, between US Route 27 to the west and Boundary Channel Drive to the east and south, as well as the Pentagon Lagoon to the east. Refer to Attachment A13: "PSO - Technical Requirements Package", Section 1.0, Figure 1.1 for the Pentagon Aerial Plan and Attachment A4: "Area of Work Plan". Period of Completion The period of completion for this project is not to exceed 819 calendar days for the Base contract and 74 additional calendar days for Option Item 1. If Option Item 1 is selected, the contractor's respective performance period shall be added to Base Period. The Contractor may, however, propose a shorter duration schedule for the Base Period and/or a schedule showing concurrent performance for the Option Item. The Contractor shall provide a competitive milestone construction schedule with their proposal indicating at minimum: investigation, design, selection of materials, mobilization, permitting, construction/phasing, commissioning, closeout, and transition of project to tenant/owner. The construction schedule must indicate the overall period of completion proposed assuming Option Item 1 will be executed by the Government. The purpose of this FedBizOpps announcement is to notify potential offerors of this requirement.
