- Description
- The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement (BOA) N00019-14-G-0004 on a sole source basis with Sikorsky, A Lockheed Martin Company (Sikorsky) in Stratford, CT. The Delivery Order includes the effort required to transition MH-60R and MH-60S Intermediate and Depot (I&D) Technical Manuals (TMs) and Vendor TMs from the Contractor to the Cherry Point Fleet Support Team. This action is being awarded on a sole source basis under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements;" because Sikorsky is the prime designer, developer, and manufacturer for the MH-60R aircraft and is the only known source with the knowledge, experience, expertise and technical data required for MH-60R/S I&D Technical Manuals effort in a timely and cost effective manner. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
