Description
DLA Energy-Aerospace is issuing this Request for Information (RFI) to obtain responses from interested and qualified providers for International Organization for Standardization (ISO) containers with chassis. Request For Information (RFI) Only. This RFI is issued solely for information and planning purposes - it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The RFI respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The requested information is to identify the availability of trailers for procurement and sources. Interested parties are requested to respond to this RFI with a whitepaper. The RFI whitepaper is due NLT 19 May 2017, 1500 CST. The whitepaper response is limited to 3 single-sided pages and submitted via e-mail only to the Government Point of Contract (POC): Eliza Lee, Contracting Officer, eliza.lee2@dla.mil. The RFI whitepaper should address the following: 1. Trailer Specifications, to include size, make and model 2. Current Quantity Available - identify new or refurbished equipment 3. Manufacturing lead time of product Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. To aid the Government, segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Trailer specifications, proposed trailers must have the same or similar specifications: 20 - 40 foot International Organization for Standardization (ISO) containers. The ISO container shall be composed of a demountable frame capable of being attached to a chassis and be able to contain at least 80 - 100 thousand cubic feet of helium in compressed gas cylinders. Each compressed gas cylinder shall be attached to a common gauged manifold with a single output port. The ISO and accompanying chassis must be able to meet the Air Transportability Test Load Activity (ATTLA) certification requirements for military airlift. •1. The ISO shall include at least 10 D-Rings for airlift capability and each D-ring should have minimum working load capacity of 25,000 lbs. Each ISO (frame and tubes) must be able to withstand the following G-force aircraft accelerations without any deformation: 3 G Forward 1.5 G Aft and Lateral 2 G Upwards 4.5 G Downwards •1.1. Analysis validating compliance with these criteria will be required to be submitted to the Government's contracting office. The ISO shall have capability to be restrained to remain in place when subjected to the acceleration levels listed above. The ISO will be restrained separately to the transport aircraft by utilizing the lower frame rings (two on the front and aft ends, and three per side). Analysis validating the structural capability of the tie down rings/provisions will be required. •1.1.1.1. An additional area that has to be verified with respect to the air transport environment is the capability of the tubes to be able to withstand a 15 psi external pressure drop. A statement of compliance with this requirement would be required. •1.1.1.2. Each ISO shall have a total volume capacity of 80 - 100 thousand standard cubic feet of helium. The container shall also have been approved by one of the following: Convention for Safe Container (CSC) or Joint Committee of Tactical Shelters (JOCOTAS). The ISO container shall be capable of being loaded, secured to, and transported on a chassis. •2. The chassis shall be able to transport a 20 - 40 ft ISO with tubes on a single manifold weighing no more than 48,000 lbs. The chassis may be extendable with dimensions not to exceed 40 ft., configured with tandem axle with a gross axle rating of 57,000 lbs and landing gear static rated capacity greater than 140,000 lbs (pair) and 5 th wheel rating greater than 54,000 lbs. Gross chassis weight must not exceed 8,000 lbs. Requested Company Information •1 - Company Information. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. •2 - Provide company background and experience in providing ISO containers and chassis or similar type product. •3 - Proprietary Information. Identify and handle of respondee's company proprietary information should be clearly stated if they chose to not allow the Government to release its proprietary data for the RFI whitepaper evaluation. T he Government representatives may or may not choose to meet with potential RFI provider. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks. Questions regarding this RFI should be submitted in writing by e-mail to the Contracting Officer, Eliza Lee, eliza.lee2@dla.mil. This RFI is only intended for the Government to identify sources that can provide trailers to DLA Energy-Aerospace. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
