Description
Draft Performance Work Statement Evaluation Questionnaire IRS Enterprise Lifecycle. DISCLAIMER This is NOT a solicitation announcement. Responses to this Draft Request for Quote are not offers and cannot be accepted by the Government to form a binding contract. The decision to release a contract solicitation is solely at the discretion of the Government. This notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response to this request. Respondents will not be notified of the results of any Government assessments. Background The IRS, Office of Procurement is responsible for drafting contract documents that comply with applicable regulations and agency policies. Approximately 10,000 contract documents are generated each year by the organization. These contract documents must comply with the Federal Acquisition Regulations and Treasury/IRS policies. The content required in an individual contract document varies depending on a wide range of characteristics. Internal contract file reviews and oversight findings have shown frequent errors with contract clauses and other language in contract documents. Implementing a software solution that will examine the words in contract documents and display errors will significantly boost compliance. Having an automated contract review tool is critical to consistently implement numerous legislative mandates concerning federal contracts, for example; complying with Pub. L. 113-235 and associated regulations concerning contractor tax delinquency. In addition to tax law requirements this tool will support the consistent implementation of other legislative requirements applicable to IRS contracts such as the Service Contract Labor Standards Statue, Recording Statute, Anti-Deficiency Act, and Federal Information Security Modernization Act. Call for Questions and Information: Please respond with any questions regarding the required Contract Review Tool: 1. Affordable delivery of a minimum viable product as described in the Performance Work Statement (PWS) 2. Ease and rapidity of deployment of the tool. 3. Compliance with IRS / Federal standards for architecture, security, and other relevant IT processes. All Responses must have the following: 1. Business classification(s): Small Business, 8(a), HUBZone, Small Disadvantaged Business, Service-Disabled Veteran-Owned Small Business, Women -Owned Small Business, Economically Disadvantaged Women-Owned Small Business, or other than small business. 3. Include feedback regarding the requirements in the Sources Sought 4. Questions and comments on requirement for Contract Review Tool 6.
