SSUK Key Personnel Evaluation SSUK Draft PWS SSUK Communication Form SOURCES SOUGHT SYNOPSIS / REQUEST FOR INFORMATION (RFI) The General Services Administration, Federal Acquisition Service Region 7 on behalf of a client agency through Assisted Acquisition Services, is issuing this sources sought synopsis / Request for Information as a means of conducting market research to identify parties having an interest in and the resources to support temporary construction security infrastructure, equipment, and services as well as construction security surveillance services to support secure construction projects in-accordance-with (IAW) the Intelligence Community Directive (lCD) 705 and Department of Defense (DoD) policies in the following location the Royal Air Force (RAF) Base Croughton, United Kingdom. In addition, the questions found below are related to the referenced RFI. The questions are to help the government determine a reasonable approach for the performance work state, and to find reasonable evaluation methods. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is issued for the purpose of: help the government find potential offerors and their size status, and determine a reasonable approach for the performance work state, and to find reasonable evaluation methods. (End of provision) The applicable North American Industry Classification System (NAICS) code being considered to be assigned to this procurement is either as 561612 or 641690 (see more below on the government’s final NAICS decision). The result of this market research will contribute to determining the method of procurement, including type of small business set-aside (if applicable). Large businesses are encouraged to respond as well. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these services, please provide the following information: 1. A link to your sam.gov information page. (1 page maximum) 2. Business size status under either NAICS – 561612 or 641690 (2 page maximum) 3. Ability to provide environmentally-responsible solutions for services listed (1 page maximum) 4. A list of contracts or task orders that show experience in similar scope, such as providing security construction, security infrastructure, equipment, and security surveillance services at a secure construction site in accordance with Intelligence Community (IC) physical and technical security requirements as stated in the Intelligence Community Directive (ICD) 705 and: (5 page maximum) a. Specifically highlight if experience was OCONUS or CONUS b. Was in accordance with ICD 705 c. Included experience with the support, installation, maintenance, and purchasing of a of the equipment listed in the condensed PWS - Section 4.3 (attached) This information will be used to help determine your capabilities. 5. In no more than two pages, provide feedback whether or not the PWS provides enough information to fully understand the requirement. Where you believe information is lacking, please provide the detail needed to comprehend the full requirement. (2 page maximum). Information will not be disclosed outside of GSA and is protected under FAR 3.104 and FAR 24.2. 6. In no more than two pages, provide feedback whether or not you have any concerns with the expected labor categories: Site Security Manager (SSM) Site Security Coordinator (SSC) Construction Security Technician (CST) Cleared American Guards (CAG) Subject Matter Expert / Contract Manager (SME/CM) Based on the information provided, please also provide the Full Time Equivalent (FTE) for each position for a 12 month period. This will help the government determine whether potential offeror’s understand the magnitude of the effort based on the current information. (2 page maximum). Information will not be disclosed outside of GSA and is protected under FAR 3.104 and FAR 24.2. 7. In no more than two pages, provide feedback whether or not the attached evaluation scheme is appropriate and reasonable based on the current information provided. If you do not believe it is appropriate, please provide why, and your suggested evaluation factor. 8. In no more than one page, the NAICS you believe to be most appropriate. At this time, GSA has also attached a Microsoft Excel document (“Sources Sought / RFI Communication Form”) where interested parties can sign up to communicate the information requested above. Each interested party will be allowed only one – twenty minute phone call to communicate the information submitted above. Specific information about any future or potential acquisition will not be disclosed, but GSA may inquire further about the information shared by the interested party. The information requested above MUST be submitted to GSA prior to the phone call being granted. Further instructions regarding the submittal of this form is included with the attachment. Interested parties are not required to take part in the telephone communication. GSA requests that potential sources only submit the minimum information necessary. Interested parties should submit no more than twelve (16) total pages (see above breakdown in numbers 1-6). Where a response is provided, but a specific area is not addresses, the government will acknowledge that the vendor has no issue and concur with the information as written. Telephone inquiries will not be accepted or acknowledged unless confirmed using the attached Microsoft Excel sheet, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Notice by 1:00 PM (CDT) May 25, 2017. All responses under this Sources Sought Notice must be emailed to Kenneth.miller@gsa.gov. Please use “Sources Sought / RFI – Site Security UK” in the subject line of the email. se provide information not later than 1:00 pm. on May 25, 2017.
