- Attachment 1 - Statement of Work Solicitation N00173-17-R-LL02 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This requirement is a 100% Small Business set-aside under NAICS Code 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Product Classification Code is 5820 - Radio and Television Communication Equipment, Except Airborne. The Government reserves the right to award without discussions. The Naval Research Lab (NRL) in Washington, DC, intends to negotiate a Firm, Fixed-Price (FFP) type contract for the Advanced Multi-technology Wireless Network Testbed described in Attachment 1 of this announcement. This award will be made to the offeror who represents the best overall value (Lowest Price Technically Acceptable approach) to the Government. This combined synopsis/solicitation, N00173-17-R-LL02, is issued as a Request for Quote (RFQ). The associated small business size standard is 1,250 employees. The NRL requires the Advanced Multi-technology Wireless Network Testbed described in Attachment 1 of this announcement to investigate 4G LTE technologies for future deployment on US Naval platforms. The combination of an integrated Time Division Duplex (TDD) technology, engineering support equipment and mobile devices comprise the advanced multi-technology wireless network testbed. This will allow engineers to evaluate different multi-technology LTE cellular communication network topologies in a variety of deployment environments. The testbed will be used to simulate multiple commercial deployments (i.e., rural, suburban, and/or urban). It will be operated using cables in the lab as well as wirelessly in the field.
