Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Coventor, Inc. for MEMS Finite Element Simulation and Analysis Software Package license extension, for the Center for Nanoscale Science and Technology, at NIST, Gaithersburg, Maryland. An extension of license is required for the Coventorware MP software package that is currently being used in NIST laboratory. NIST needs to continue to be able to model MEMS devices including use of the models and data that have been generated with this software over the last eight years. Only this specific software package is fully compatible with these models. The software package is needed for finite element numerical analysis of complex MEMS and NEMS devices in 3 dimensions. The software is capable of importing, exporting and generating 3D models of devices, meshing them and solving various multi-physics problems. It provides convenient and versatile visualization and data export capabilities for solutions. It provides the ability to setup and execute automated series of simulations for parametric analyses. It provides efficient boundary element method algorithms for solving electrostatic problems with large and complex conductor shapes. Only this specific software package is compatible with this data and will allow us to access these results and continue to work with these models. This package employs fast proprietary boundary element method algorithm for solving efficiently large electrostatics problems. Coventor Inc. is the manufacturer and distributor of Coventorware MP. They are the only known company that can provide maintenance. NIST is not aware of any other company offering support services for this Coventorware MP software. Their maintenance includes phone and website support for troubleshooting software problems and software upgrades. The North American Industry Classification System (NAICS) code for this acquisition 511210, with a size standard of $38.5. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 25, 2017 will be considered by the Government.
