FSC 5960 - NAICS 334419 Anticipated Issue Date 10 May 2017 - Anticipated Closing Date 26 May 2017 - 4:00 PM EST MARKET RESEARCH - REQUEST FOR INFORMATION (RFI)- This is NOT A SOLICITATION FOR PROPOSALS and no contract will be awarded from this RFI. There is no anticipated formal solicitation at this time. This RFI is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10. Naval Surface Warfare Center, Crane Division, Crane, IN 47522 intends to award two sole source contracts - one to CPI Beverly, MA (Cage code 88236) and one to L-3 Williamsport, PA (CAGE code 89146). These efforts will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government has a requirement for AEGIS Cross Field Amplifier (CFA) Microwave Tubes (MWT). The requirement includes Production, Evaluation, and Rebuild of CFA MWT, Gold Tube Testing,- and support of Government Furnished Equipment and Product Improvement Program. The CFA MWTs are required to adhere to the NSWC Crane Division Statement of Work and NSWC Crane Division specifications. Inspection and acceptance will be FOB Destination NSWC Crane Division, Crane, Indiana 47522-5001. The Government is seeking information from companies mitigating the sole source basis cited above. Companies with the capabilities and facilities to provide components that meet the Government's qualification requirements for AEGIS CFA MWT with Gold Tube Testing may provide information to indicate their intent and capability. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit can be provided to expedite the Government decision making process. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, and production quantity breaks to mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government's consideration Responses to this RFI Market Survey must include the following: Submitter's Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number: N00164-17-S-NB93 52.215-3 -- Request for Information or Solicitation for Planning Purposes. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of informational, planning purposes, and market research in accordance with FAR Part 10.At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
