- The U.S. Census Bureau, on behalf of the Bureau of Economic Analysis (BEA), intends to award a purchase order on a sole source basis to Mergermarket Ltd, 330 Hudson St Fl 4, New York, New York, 10013-1046, under the authority of 41 U.S.C. 2304(c)(1) and FAR 6.302-1 (a)(2) which states that "When supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." T he Census Bureau, BEA, intends to solicit and negotiate with Mergermarket Ltd, for an annual subscription to the North American database of merger and acquisition (M&A). BEA produces economic statistics that enable the government, economists, statisticians, and the public to understand the performance of the Nation's economy. BEA collects source data, conducts research and analysis, develops and implements methodologies, and disseminates statistics to the public. The objective of this procurement is to obtain up-to-the-moment information on cross-border merger and acquisition activities to verify, supplement, and refine the data collected by BEA. Section 3 - Scope of Work This procurement is for unrestricted access to the database of North American content at Mergermarket. This database must be up-to-date and contain both foreign investment into the United States as well as U.S. investment abroad. Transaction details such as purchaser and target company information, date and terms of transaction, as well as relevant company ownership structure must also be available. There will be contact information associated with each deal. The database should also have sophisticated search capabilities to make it easy to isolate transactions relevant to the direct investment accounts. BEA will have access to the database for unlimited users. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interests and capability to respond to this requirement by 2:00 pm EST, May 25, 2017 by email to william.c.ellis@census.gov. Phone calls will not be honored. A determination by the Census Bureau not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Census Bureau.
