- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; quotes are being requested and a written Solicitation will not be issued. Solicitation number VA248-17-Q-0878 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95/01-13-2017. To receive a government award, the offeror must be currently registered in System for Award Management (SAM) at www.sam.gov. Offerors are encouraged to go to the SAM database www.sam.gov and start the registration process as soon as possible to avoid possible delays should the contractor be selected as a prospective awardee. NAICS and Set-aside: The NAICS is 339112 and the small business size standard is 1,000 employees. This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Any firm that is not considered an SDVOSB under this NAICS code should not submit a response to this notice. To receive consideration as SDVOSB, the firm must be registered and verified in the VIP database at www.vip.vetbiz.gov. Contract Type: The government anticipates awarding a Firm-Fixed Price award. Award will be made to lowest price quote which conforms to the requirements within this solicitation and represents the best value to the government. This solicitation is for the procurement of four (4) units that meet the below salient characteristics. Salient Characteristics: Digital Capture, HD Video recorder, Device Control, and Data Connectivity. Device Control: Must Connect and control camera, light source, arthroscopic shaver, arthroscopic RF, arthroscopic pump, insufflator, monitor, and Stryker Visum LED II OR lights by use from camera head and/or the device itself. Must have Control interface for nursing staff at the Switchpoint Infinity 3 documentation station from Stryker Communications Capable to control interface through camera head in the surgical field surgeon can control connected clinical devices (listed above) directly from the camera head. Ability to directly control immediately over devices in the event nursing staff is not be in the proximity to change devices. Reduces introduction of non-sterile OR staff near the sterile field to activate or adjust clinical devices. Must have operational value nursing staff workload reduction. Either surgeon controls clinical devices in the sterile field or nurse can control/activate all devices directly from the nursing documentation station. Display device status onto surgical monitors: This device must connect to each Stryker clinical device (arthroscopic shaver, insufflator, RF generator, light source, camera, Stryker Visum LED II OR lights**) and displays critical device status on the surgical monitor being used in the sterile field. Must have device status display options to be displayed on surgical Stryker monitors (pump and insufflation preset pressure, pump and insufflation actual pressure, camera and light source light levels, arthroscopic shaver RPM s, arthroscopic shaver resection mode, digital capture disc usage and recording formats). Must display critical operative data on the monitor the surgeon is utilizing to conduct minimally invasive surgery. The alternative is for the surgeon to look away from the surgical field to assess critical device status information. Print, Save, and device setup/control for each surgeon with user profiles. Store surgeon profile settings to include: Prints Media management Clinical device preferences Arthroscopic shaver RPM s Arthroscopic pump critical pressure settings Insufflator critical pressure settings Surgical display color preference settings Camera system color/light preference settings Light source power intensity settings Compliments Timeout questions Device must ensure every surgeon has critical device settings tuned to their clinical preference for every procedure. This is especially important for pressure settings in arthroscopy and general surgery procedures. Additionally, as different surgeons have different illumination needs color reproduction preferences. Integrated Surgical Timeout feature -- Integrated specifically with the Stryker Communications and integration equipment owned by Malcolm Randall VA Medical Center. Pre-loaded with standard surgical timeout requirements. Customizable per facility. Displays surgical timeout questions on all monitors displayed through Stryker s Switchpoint Infinity 3 integration system. Automated pause of OR workflow to ensure completion of surgical timeout Enables electronic documentation of surgical timeout feature and full-staff participation. Documentation of electronic surgical timeout is saved to the patient s electronic file. Clinical value confirm all required timeout steps are taken and documented. Operational/workflow value Automate process and save record electronically. Must integrate with the Stryker Integration system and allow for overlay on the main monitor eliminating the need for two monitors. Evaluation/Selection Factor: Award will be made to the Lowest-Priced Technically Acceptable offer. Submitting Quote: Contractor shall submit their quote on company letterhead and shall include price and quantity of each item listed above; any offered discounts; name, address, and telephone number of the offeror; terms of any express warranty; completed copy of 52.212-3 Offerors Representations and Certifications- Commercial Items, and ORCA document.
