- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Responses to this notice shall include the following: Company Name, Address, phone, website Point of contact with phone and email DUNS number, Cage Code and Tax ID Number Contract # if quoting on a GSA/FSS/NASA SEWP or other Contract vehicle Type of small business e.g. SDVOSB, HUBZone, 8(a), WOSB, VOSB, etc Must provide a capability statement that addresses the organizations qualifications and ability to meet the requirements in the Statement of Work and example of products or brand name items as appropriate. Any responses involving teaming agreements/subcontractors should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners/subcontractors. The Government will use this information in determining its small business set-aside decision. Status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort. Only written responses sent by email to shawnta.butlerignacio@va.gov will be considered for market research to evaluate socioeconomic set aside opportunities and development of solicitation strategy. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No pricing or quote is requested with this posting. Contract Title. Cell Washers 3. Background. The NMVAHCS Pathology & Laboratory Medicine Service must have the ability to perform Direct and Indirect Antiglobulin Testing using the tube method. Cell washers add saline to each test tube being used for IAT or DAT testing. The Cell Washer must function to add enough saline to avoid excessive red blood cell loss while removing unbound immunoglobulin that may inactivate the Antihuman globulin (AHG). 4. Scope. The NMVAHCS requires the purchase of two automated blood bank cell washers to replace two cell washers (EE# 34135 and 35491), one is broken and the other is too old for repairs. This requirement is for a one time purchase of two units. 5. Specific Tasks. The cell washers must provide a standardized, consistent procedure that provides for reproducible results using 12 x 75mm or 10 x 75mm glass test tubes. The cell washers must have automatic alerts that indicate when the saline level is low and when the wash cycle is complete. Cell washers must be easy to use, with minimal interaction to load and start the washing cycle. Maintenance should be minimal and any tubing should be easy to remove, clean, and re-install. Other requirements: 120 volt power, capacity of at least 12 test tubes per run, and footprint must be no larger than 18 x 13 x 25 inches. Must meet American Association of Blood Banks (AABB) guidelines as defined in the most recent AABB technical manual. 6. Performance Monitoring 7. Security Requirements There is no patient information involved. The C&A requirements do not apply. The Security Accreditation Package is not required. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No government furnished equipment nor information will be provided to the contractor. 9.
