Description
TITLE: FA481917B7003, Repair Shell Island Docks, Tyndall Air Force Base, Florida Tyndall Air Force Base (AFB), Florida (FL), has a requirement for the repair of the docks of the portions of Shell Island operated by Tyndall AFB, and intends to issue an invitation for bid (IFB) on or about 25 May 2017 via Federal Business Opportunities (FBO). Bids will be tentatively due on 26 June 2017 with bid opening to commence on or about 28 June 2017. The contractor shall perform in accordance with standards outlined in the Statement of Work (SOW). As part of the proposed effort, the Contractor shall implement means and methods that will limit disturbance to the natural vegetation, wildlife and bay waters to the greatest extent practicable, and utilize quality, corrosion resistant materials for the following tasks: Complete demolition and replacement of the walking surface, railing and supporting structure for the in or around 148 foot dock and the adjoining C-shaped boardwalk. Existing piles will remain. Proposed work shall result in complete and safe structures. The boardwalk portion of the work will include a ramp and/or stair at the east and west ends to provide access. Value engineering which may include alternate layouts will be considered. Complete demolition and replacement of the north most in or about 465 feet of the dune walkover deck surface, railing and supporting structure. Existing piles will remain. Proposed work shall result in a complete and safe structure. Complete demolition and replacement of the south most in or about 10 feet of the dune walkover deck surface, railing and supporting structure. This work will include construction of a ramp/stair at the south end of the deck. Existing piles will remain. Proposed work shall result in a complete and safe structure. All work shall be in compliance with all Public Laws (P.L.), Executive Orders (E.O.), Military Standards (MIL-STD), Air Force Instruction (AFI), Code of Federal Regulations (CFR), Department of Defense Instructions (DODI) and Department of Defense Directives (DODD) or other higher authority documents as applicable, as listed in MIL-STD-3007F. The contract resulting from this IFB will result in a firm fixed priced contract with a period of performance of ninety (90) days. This acquisition will be a 100% small business set-aside. The NAICS code is 237990. The wage determination for this project has been determined as FL170201. In accordance with FAR 36.204(c), the magnitude for this project is between $100,000 and $250,000. The entire IFB will be made available only on the FBO website, www.fbo.gov. No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of this IFB package and subsequent modifications. To be eligible for contract award offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website www.sam.gov. All responsible sources may submit a proposal that shall be considered by this Agency.
