- Updated Post on May 10, 2017: The Naval Sea Systems Command (NAVSEA) will not pursue a competitive small business set aside. ********************************************************* Original Post on March 3, 2017: The Naval Sea Systems Command (NAVSEA) intends to issue a small business set aside competitive solicitation in the later half of FY17 for the detail design and construction of APL(S) craft under NAICS code 336611, using the employment standard of 1250 employees. The purpose of this announcement is solely to inform all interested parties of the small business set aside determination. APL(S) barracks craft will provide berthing and messing facilities for sailors while their ships are in port for availabilities and Inter-Deployment Training Cycles (IDTC). APL(S) will support up to an aircraft carrier (CVN) size ship with berthing for approximately 600 personnel and messing for approximately 1,100 personnel. APL(S) will be a non-self-propelled craft designed to be towed to bases or shipyards where ship availabilities are being conducted. Facilities on-board the APL(S) will include classrooms, conference rooms, administrative offices, disbursing office, galley, mess, scullery, post office, convenience store, barbershop, entertainment room, lounges, laundry facilities, physical fitness center, chaplain's office, medical complex, quarterdeck, equipment/machinery rooms, and various storerooms. The final RFP and related files listed under solicitation number N00024-17-R-2202 will be issued electronically. This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Navy will not assume liability for costs incurred for travel expenses or marketing efforts; therefore, any cost of response to this notice is not considered an allowable direct charge to the Government.
