Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 47 - Pipe, Tubing, Hose & Fittings NAICS Code: 332410 - Power Boiler and Heat Exchanger Manufacturing Size: 750 Employees W9127N-17-B-0014 Notice Type: Pre-Solicitation Synopsis: This is a Pre-Solicitation notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." The US Army Corp of Engineers, Portland District, CENWP-CT-S, Portland Oregon 97204 intends to issue an Invitation for Bid for the procurement of 184 Turbine Generator Coolers and subsequent Pressure Tests. The timeframe for the manufacture of these coolers is approximately 14-16 months. The work includes the manufacture and delivery of air coolers and extra gaskets to replace the existing coolers in use in the generator units in Powerhouses 1 and 2 at Bonneville Dam and incidental related work. a. Field verify existing detail drawings for Powerhouse 1 units 3-10 coolers, taking on-site measurements of a cooler that has been removed from the unit for inspection purposes. b. Reverse engineer Powerhouse 1 units 1-2 coolers, which are similar to but smaller than the coolers for units 3-10, taking on-site measurements of a cooler that has been removed from the unit for inspection purposes. c. Reverse engineer Powerhouse 2 main units 11-18 coolers, either taking on-site measurements of spare cooler or shipping spare cooler offsite for inspection. d. Reverse engineer Powerhouse 2 fish units 1-2 coolers, either taking on-site measurements of spare cooler or shipping spare cooler offsite for inspection. e. Provide detailed drawings for all four air cooler designs prior to manufacture. f. Manufacture required quantities of coolers for each of the four designs. g. Manufacture required quantities of extra manifold gaskets for each of the four cooler designs. h. Deliver coolers and extra gaskets to Bonneville Dam This solicitation will be a total small business set-aside under NAICS 332410 with a size standard of 750 employees. The Government anticipates awarding One (1) Firm-Fixed-Price contract. An IFB will follow this announcement on or about the 5th - 15th of June 2017.
