- List of tools and quantities for the Evinrude 30 hp motor Special Tool kit. Sources Sought Notice Family of Boat and Motor (FoBaM) Special Tool Kits for the Evinrude 30 horsepower (hp) motor. Under the authority of FAR 6.302-1, the Government plans to award a three year Firm Fixed Price (FFP) Requirements Contract for a quantity (QTY) of 345 Special Tool Kits for the Evinrude 30 hp motor. See attachment 0001 for the list of tools and quantities for the Evinrude 30 hp motor Special Tool kit. The Evinrude Special Tool kits are necessary to properly maintain and repair the Evinrude motor; thereby maintaining full mission capability. The Evinrude Special Tool kits will allow soldiers assigned the Evinrude 30 hp motor as part of the FoBaM program to successfully maintain and repair the Evinrude motor. Evinrude, a wholly owned subsidiary of Bombardier Recreational Products (BRP) Inc., is the only know manufacture for these unique tools which are designed specifically to maintain the Evinrude 30 hp motor. Packaging for this requirement will be commercial. No known commercial equivalent for these tools exists in the marketplace. Any future alternate sources of supply must be explicitly developed by the Government through the use of a purchased or reverse engineered TDP and tested to ensure it performs the same function.
