Description
The Marine Corps has a long history as our Nation's expeditionary, multi-capable force. We maintain this title, in large measure, due to our distinctive ability to continually adapt our priorities and operations to meet the threat. Carefully built on a balanced blend of enduring requirements (basic Marine combat skills) and emergent requirements (tailored to meet specific threats, changes to equipment, warfighting doctrine, etc.), our training and education continuum progressively prepares individual Marines, units, and Marine Air Ground Task Forces to fight across a range of military operations. The mission of the Training and Education Command (TECOM) is to develop, coordinate, resource, execute, and evaluate training and education (T&E) concepts, policies, plans, and programs to ensure Marines are prepared to meet the challenges of present and future operational environments. TECOM was established within the Marine Corps Combat Development Command (MCCDC) on 1 July 2000 to centralize the development and delivery of training in order to standardize the preparation of individual Marines and units. The command consists of the following five (5) Major Subordinate Commands (MSCs): Training Command and Education Command, both headquartered in Quantico, VA; the Marine Corps Recruit Depots in Parris Island, SC and San Diego, CA; and the Marine Air-Ground Task Force Training Center in 29 Palms, CA. Now concluding almost 15 years of conflict and nation-building in the Middle East, our training and education requirements continue to rise in anticipation and preparation for future conflicts in order to maintain our ready posture (e.g., Cyber, Special Purpose Marine Air-Ground Task Forces (SPMAGTF)). Quality Marine end strength must be maintained within finite resources, which means TECOM must continually assess, improve, and modernize our capabilities to existing requirements and inform trade-off decisions as we judiciously approach the stream of emergent requirements. The TECOM G-3/5/7 division serves as the primary coordination and integration activity for the command and advises and represents the Commanding General (CG) on plans, programs, and policies pertaining to training and education. It is responsible for coordinating all actions involving more than two headquarters divisions and/or MSCs to ensure integration, and is the primary lead for coordinating the implementation of the Commander's vision, guidance and intent. The Plans and Policy Branch of the TECOM G-3/5/7 leads the initial planning and development of strategic plans, programs, and policies supporting Marine Corps training and education. These responsibilities complement the Marine Corps Service Campaign Plan (MCSCP), the Commandant's Planning Guidance (CPG), the Force Development Strategic Plan (FDSP), Service concepts and doctrine, and the TECOM Strategic Plan (TSP). The FDSP is the Marine Corps' capstone for force development and integration in collaboration with the Navy. It uses a deliberate force development continuum to turn warfighting concepts into fielded capabilities and it establishes a rigorous process for monitoring completion of these actions, including recurring reports and several new managerial forums hosted by Deputy Commandant for Combat Development and Integration (DC CD&I), Assistant DC CD&I, and Director, Futures Warfighting Division (FWD). Additionally, a "campaign of learning" uses 14 warfighting challenges (WFCs) to frame capability gaps and identify the necessary doctrine, organization, training, materiel, logistics, personnel, facilities, policy, and cost (DOTMLPF-P/C) solutions to meet them. TECOM plays a significant role as the designated lead for 5 major objectives (MOs), 21 supporting critical tasks (CTs), and 2 WFCs. Plans and Policy Branch serves as TECOM G-3/5/7's office of primary responsibility (OPR) for coordinating TECOM's participation and reporting responsibilities in these forums. In July 2016, CG, TECOM signed the TSP, which serves as the command's implementation plan for the FDSP. It articulates a common mission and vision for the command; aligns to higher guidance (listed in section 1.3); serves as a single authoritative source for codifying training and education requirements; and enables the command to measure mission accomplishment against stated requirements. Plans and Policy Branch is the OPR for coordinating the planning and implementation of line of effort (LOE) 5 (Adapt Training and Education to New Capabilities), which focuses on force development-related, emergent training and education initiatives. TECOM is requesting contractor support for research analysis, business case development, persuasion papers, project schedules, and performance measures in support of FDSP reporting and implementation of TSP LOE 5. The solicitation for this requirement will be released on an unrestricted basis and is expected to be posted to FBO prior to 31 May 2017.
