Description
The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) is requesting information regarding what commercial off the shelf tools are available on the market to assist with the managing and archiving legacy data after the system is disposed. REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT NOTICE (SSN) PROGRAM TITLE: Data Management Systems for Disposed Legacy Systems May 10, 2017 To: All Interested Vendors Re: Request for Information (RFI) / Sources Sought Notice (SSN) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); NO CONTRACT WILL BE AWARDED PURSANT TO THIS ANNOUNCEMENT. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the government. This is NOT a Request for Proposals (RFP), Request for Quotations (RFQ) Invitation for Bid, or an announcement of solicitation. Response to this REQUEST FOR INFORMATION (RFI)/Sources Sought Notice (SSN) is strictly voluntary and will not affect any firms' ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI/SSN or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI/SSN and the Government's use of such information. Background The National Institutes of Health (NIH), Clinical Center (CC) is a clinical research hospital providing all medical services for patients participating in human research protocols of the NIH. The Clinical Center provides patient facilities and services for clinical investigations by the NIH Institutes, research in related areas and supervises residency and other training programs. The Department of Clinical Research Informatics (DCRI) is responsible for processes and systems that directly affect users in the care delivery and research settings. Work focuses on the analysis and evaluation of clinical research, and the implementation and management of responsive IT solutions. Within the NIH Clinical Center there are over 150 IT Systems with approximately 70 systems with Patient Identifiable Information. These systems include Clinical, Administrative and Business Systems. Sixty percent of the systems are commercial off the shelf with 40% custom developed. However, many of the commercial off the shelf systems contain custom developed modules and/or interfaces developed by NIH CC DCRI staff. Purpose The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) is requesting information regarding what commercial off the shelf tools are available on the market to assist with the managing and archiving legacy data after the system is disposed. The NIH CC invites all interested parties that have the resources, capabilities, and expertise to submit a written response to this RFI/ SSN. This RFI/SSN is being sought strictly for the purpose of gaining knowledge and services and supplies available with an estimate of their corresponding costs and should not be construed as intent, commitment, or promise to acquire services, supplies, or solutions offered. No contract will result from any response to this RFI/SSN. The NIH CC will not pay for any information herein requested nor is it liable for any cost incurred by the vendor. Desired Functionality Data Management • Ability to migrate data from any database platform to a single central database for access • Ability for multiple legacy databases to be brought into one common data structure • Ability to provide a data model and data dictionary after each migration • Ability to set up custom and standard data sets Data Access • Ability to utilize a COTS Web-based user interface to access the data • Ability to run database queries and export results to a widely used format, such as MS Excel • Ability to easily access the data through a user friendly interface General • Ability to limit functionality/access by user or role • Ability to utilize NIH Active Directory for login • Ability to have a highly reliable environment Additional Information Requested • Provide ability for the system to be on premise, in a FEDRAMP cloud or SaaS • Provide any limitations for the database platforms for the source systems • Provide the database platform options for the destination system • Provide listing of services included, or optional, for initial implementation and maintenance • Provide estimated costing and how calculated (i.e. by system migrated, size of database, etc.) • Provide a list of any limitations for legacy systems being disposed and migrated RFI/SSN RESPONSE INSTUCTIONS The NIH CC OPC is asking all interested parties to submit a response containing the following information:  Your interest in providing the services/supplies.  Brief description of past experience providing similar services/supplies implementing the solution in a medical environment.  Diagram of the logical architecture for the system.  Brochure of products/components to be provided (e.g., pictures/graphical renderings of the hardware components to be utilized).  From your past experience, has the NIH CC identified all the major components necessary to complete this project? If not, please provide information on other necessary components.  Please provide a list of potential problems/risks the NIH CC may encounter during the project. Please provide any ideas or suggestions about how such problems/risks should be addressed in a solicitation.  Your best estimated price range to provide the services/supplies as stated herein, lowest estimate to highest estimate.  Your best estimated time frame for completing the project.  Your company information shall include the following: a. DUNS number b. Company Name c. Company Address (including point of contact, phone number and email address) d. Type/Size of company, Classification code, NAICS code as validated in SAM.gov e. GWAC (such as GSA, NITAAC, NASA SEWP) Respondents will NOT be notified of the results of the evaluation.
