- This is a Request for Information (RFI). There is currently no solicitation package available. The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) program is requesting information, comments, and questions regarding interest in a commercial or modified commercial Distortion Analyzer. The government's specific interests are as follows: •- Interested companies who may have a single box solution commercially available. When responding to this configuration, please provide, Original Equipment Manufacturer (OEM) Part Number (P/N), general product information. •- Interested companies who have an existing single box capable of being modified to meet the specification as listed below. When responding to this configuration, please provide, OEM P/N, general product information on what the baseline model would be. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. Information should be submitted within 30 days of the publication date of this RFI. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. This RFI does not constitute the solicitation of proposals. Responders to this RFI may be requested to provide additional details/information based on their initial submittals. Questions and submissions may be submitted by email to Robert.Megill@navy.mil. Technical Requirements SCOPE 1.1 General. This document specifies the minimum requirements for a Distortion Analyzer. It is intended to be used by Navy personnel in shipboard and shore-based laboratories. Operator control functions shall be clearly marked and all functions will be documented in the user's manual. The equipment will be used to measure frequency, total harmonic distortion (THD), AC level, DC level, SINAD (Signal, Noise, Distortion Ratio), and signal to noise (S/N) ratio. For the purpose of this Calibration Standards Specification (CSS), Distortion Analyzer shall be referred to as the DA. 1.2 Usage. Equipment covered by this CSS is intended for use in testing equipment and systems in the controlled environments in which test equipment is operated. The requirements of this CSS are tailored to the intended use of the equipment. REQUIREMENTS 2.1 Digital interface. The digital interface shall have the programmable capability to control each device function including all ranges, modes, and levels. The digital interface shall support control of the device without the need for any proprietary drivers or software. The syntax and style of programming commands shall conform to the Standard Commands for Programmable Instruments (SCPI). Primary power control and other non-measurement functions need not be controllable through the digital interface. 2.2 Electrical power source. The DA shall operate at 120 Vrms single-phase 50 Hz and 60 Hz source. 2.3 Equipment identification. All equipment, excluding small accessory items contained within a reusable pouch or container, shall be identified with the items specified in a through c. a. Manufacture name b. Equipment model number with installed options c. Serial number 2.4 Environmental requirements. The DA environmental performance requirements shall be as specified in the subsection below. It shall conform to the specified performance when subjected to the environmental conditions of this specification. 2.4.1 Warm-up. The DA shall comply with the specified performance requirements after a 60-minute maximum warm-up period preceded by a 2-hour not operating temperature stabilization period. 2.4.2 Temperature and humidity. The temperature ranges and humidity limits for both operating and not operating conditions shall be as specified below. 2.4.2.1 Temperature not operating. The DA shall conform to the specified performance and accuracy requirements after being stored in the transit case at temperatures ranging from -30 ºC to 70 ºC. 2.4.2.2 Temperature operating. The DA shall conform to the specified performance and accuracy while being operated at temperatures over the range of 15 ºC to 30 ºC. 2.4.2.3 Humidity. The DA shall conform to the specified performance and accuracy for conditions where the relative humidity is 20 to 60 percent. 2.5 Performance requirements. The DA shall provide equal or better than the performance capabilities as specified in the subsection below. 2.5.1 Output. Output Waveforms: Sine. Output Impedance: 50 Ω and 600 Ω. Output Frequency Range: 20 Hz to 100 kHz. Output Frequency Uncertainty: ±0.707%. Output Distortion: 0.5% at 1 kHz; 0.1% at 2 kHz; 0.03% at 24 kHz. Output Amplitude Range: 0.07 to 6 Vrms. Output Amplitude Uncertainty: ±3% from 0.1 to 1 Vrms. Output Amplitude Increment: 0.001 to 0.005 Vrms. 2.5.2 Distortion Measurement. Filters: 400 Hz HP, 30 kHz LP, 80 kHz LP, CCITT. Input Impedance: 100 kΩ ±1%. Terminations: 50 Ω ±0.25%, 75 Ω, 600 Ω. Input frequency Range: 10 Hz to 100 kHz. Input frequency Uncertainty: ±2%. Input amplitude range: 0.10 to 300.00 Vrms. Distortion measurement range: 0.10% to 10.00%. Distortion resolution: 0.01%. Distortion uncertainty: ±1 dB from 20 Hz to 20 kHz, ±2 dB from 20 to 100 kHz 2.5.3 Vac Measurement. Input Impedance: 100 kΩ ±1%. Termination: 600 Ω. Input frequency range: 1 to 100 kHz. Input amplitude range: 0.00025 to 10 Vrms. Minimum amplitude uncertainty: ±4%. 2.5.4 SINAD Measurement. Input Impedance: 100 kΩ ±1%. Input frequency: 1000 Hz. SINAD range: 10 dB. 2.5.5 Accessories. Any special accessories required to make measurements specified be provided with each DA.
