- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912JB17T2019 and is being issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2001-27. This is a small business set aside. The NAICS is 811121 and the small business size standard is $7,500,000. CLIN Description Quantity U/M 0001 Trailer Upgrade & Repair 1 Job 0002 Contractor Manpower Reporting 1 Job The Michigan Army National Guard has a requirement for the upgrade and repair of seven (7) trailers. Please see the attached Performance Work Statement and Quality Assurance Surveillance Plan for exact requirements. This requirement is firm fixed price. Pricing must be a fixed price for the entire work to be performed. Offers are due at 4:00 pm, ET on 16 May 2017. Email quotes to amanda.e.geissler.civ@mail.mil. Questions are due by 4:30 pm ET, 10 May 2017, and must be submitted via email. Questions will not be answered via telephone. Quotes should include price, technical approach and past performance information that is not more than three years old. Offers will be evaluated based on the Lowest Price, Technically Acceptable offer. Technical and past performance will be rated as Acceptable or Unacceptable. The following provisions and clauses are applicable to this solicitation: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See attached addenda for quote instructions. Offers should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. See addenda. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. See addenda. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The amendment allows for an optional site visit to be schedule for 9 May 17 or 10 May 17 between 0745 and 1530. Site visits must be scheduled through the Contracting Office. In addition, the date and time for closing has been extended to 12 May 17 at 1600. Amendment 002 was added to the soliciation. The amendment adds additional work within the scope of this requirement to the PWS. Additional E-track for all trailers and new latches for 2 trailers are added to the PWS. The closing date is extended to 16 May 2016 at 4 pm ET.
