- Description
- The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC), released a Cooperative Agreement Notice (CAN) entitled Development of an Airborne Low Cost, Size, Weight, and Power (C-SWaP) Surveillance System for Detecting and Tracking Non-Cooperative Aircraft Supporting Unmanned Aircraft Systems (UAS) Detect and Avoid (DAA). This solicitation is being released by The UAS Integration in the National Airspace System (NAS) project, or UAS-NAS Project. The purpose of this cooperative agreement (CA) is to conduct a shared resource project that will develop, demonstrate and support the further development of a prototype airborne low C-SWaP surveillance system that can detect and track non-cooperative aircraft for use within a UAS DAA system. Select "Open Solicitations" 4. Select " NND17617089C" NASA AFRC anticipates award of one (1) cooperative agreement as a result of the CAN. The period of performance is expected to be a maximum of three (3) years from the effective date of award. Due to the extent of cost-sharing required for this program, NASA anticipates the Recipient will be a commercial firm. NASA's policies regarding cooperative agreements with commercial firms can be found in the Code of Federal Regulations (CFR) Title 14, Chapter V, Part 1274. The provisions contained in Part 1274 of the CFR will be applicable to the CAN. As stated in the 14 CFR §1274.204(f), commercial firm recipients of NASA cooperative agreements may not be paid a profit. Electronically submitted Notices of Intent shall be submitted to the email address identified in the CAN. Proposal due date and exact location of submissions will be identified in the CAN. Proposals received after that deadline will not be considered. Recipient eligibility will be based upon the requirements that are set forth in the CAN. Potential offerors are responsible for monitoring the NSPIRES site for the release of the CAN and any amendments, and for downloading their own copy of the CAN and amendments (if any).
