- Please see the attached Combined Synopsis and Solicitation AG-3C78-S-17-0028 AWMA, Kansas and the accompanying Specifications, Wage Determination, and Pricing and Certification attachments. The purpose of this amendment is to correct the effective period of the contract identified in 452.211-75 and to provide a response to a question received. The response date is extended to 5/15/2017 at 16:00 ET. All other terms and conditions remain the same. Page 17 and 18 of the combined synopsis and solicitation: In order to be consistent with Section (vii), the following is amended: 452.211-75 Effective Period of the Contract. Remove: The effective period of this contract is from "the date of award" through "5 years from the date of award". Replace with: The effective period of this contract is from "the date of award" through "July 15th 2017". Q&A: Question: In reading the solicitation for the Kansas Area Wide Market Analysis, I noticed on the Statement of Work and Specifications: A. Background Information 2. b. refers to an exhibit 2 regarding land use types determined by the NRCS State office and identified in exhibit 2. I do not see an exhibit 2. The land use types typically enrolled in wetland easements, are however, described on page 4. Are these types of lands, the lowlands typically enrolled, the only ones to be analyzed for the market analysis? Or do you want a typical market value for pastureland and woodland too? It is not real clear to me in this solicitation. Including the buffer land types is what I've done in other AWMAs. Response: Reference to exhibit 2 should be removed. Item P. Exhibits, only lists Exhibit 1 which is correct. Paragraph J. Other Consideration, (1) (page 4 as indicated) has the full description of what is to be included for land types in the analysis of value. It does mention adjacent buffer lands as well as pastureland and woodland. All these land types may show up on a comp sale that the appraiser has identified for use in determining market value. Kansas is only acquiring a single value for each market area and not having the appraiser separate land types for a determination of value (e.g. dryland cropland value, pastureland value, forestland value). We are wanting the appraiser to determine the value of the land as a whole, not separated out into different land types. Having multiple values adds to the complexity in determining AWMA for each land use and for NRCS determining an offer value to the landowner.
