Amendment 1 attached. Sign and submit with Return Packet ESTIMATED START WORK DATE: September 11, 2017 with 90 days to complete project CONTRACT TYPE: Stand-alone Firm-Fixed-Price Construction/Service Contract SET-ASIDE: Total Small Business SCOPE OF WORK Work includes but is not limited to the installation of an USDA ePACS certified and interoperable access control system including control system equipment, electrical devices circuits, wiring, conduit/pathways, programming, and cards. Installation of new and replacement doors and door hardware. Patching, painting, sealant, firestopping and miscellaneous carpentry. Cerification of equipment and software and contractor cerification as a VAR of the proposed equipment will be required at time of bid. ASSOCIATED NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) The primary NAICS for this project is 236220 - Commercial and Institutional Building Construction and the secondary NAICS is 56162 - Security System Services. The primary contractor will be a construction contractor with oversight and control of the security system services sub-contractor (refer to Scope of Work for more details). WAGE DETERMINATIONS The RFP will include both construction and service provisions and clauses. The contract will include both the wage determinations for the Construction Wage Rate Requirements (FAR 52.222-6) and the Service Contract Labor Standards (FAR 52.222-41) formerly known as the Davis-Bacon Act / Service Contract Act. The wage determinations apply to labor categories in Washington State, Stevens County. WHAT IS EPACS AND WHAT ARE THE BENEFITS? The Homeland Security Presidential Directive 12 (HSPD-12) established that all departments and agencies shall require the use of LincPass to gain access to federally controlled facilities. The Departmental Management (DM) OHSEC identified the need to develop and implement U.S. Department of Agriculture (USDA) enterprise Physical Access Control System (ePACS) to centralize, and provide a means to distribute identity data related to LincPass credentialed individuals to all USDA PACS. ePACS will: • Integrate PACs into an enterprise application (this will be detailed in the technical specifications); • Provide a single source of verification for employee and contractor credentials; • Maintain a system that is less susceptible to identity fraud, tampering, counterfeiting and terrorist exploitation; • Provide a system that can rapidly authenticate credentials electronically; and • Ensure that only providers whose reliability has been established by an official accreditation process can issue cards. FAR 52.211-6 BRAND NAME OR EQUAL The access control system shall meet the Federal Information Processing Standards Publication (FIPS Pub) 201 and shall interface with the USDA enterprise Physical Access Control System (ePACS) infrastructure. If an "or Equal" product is proposed it shall be compliant with the Homeland Security Presidential Directive 12 (HSPD-12). The salient characteristics for the "or Equal" access control system will be described in this provision. PRE-PROPOSAL SITE VISIT A pre-proposal site visit will be held May 10, 2017 at 10 a.m. at the McKenzie River Ranger Station, 57600 McKenzie Hwy, McKenzie Bridge, OR 97413. PLANNED EVALUATION FACTORS FOR CONTRACT AWARD Factor #1: Technical Proposal; Factor #2: Past Performance Information; and Factor #3: Price. FUNDING NOTICE TO POTENTIAL OFFERORS Funds are not presently available to fund all base + option items for this project. Award may be made for base items, and then later, Option Items. Quote shall be good through November 30, 2017. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.
