- The intent of this pre-solicitation synopsis is to inform potential offerors of this requirement. The Request for Quote (RFQ) will be issued by Southern California Acquisition Service Area, Arcadia, CA 91006 on or about 21 May 26, 2017. The solicitation number will be AG-9AB5-S-17-0070. This solicitation, including all specifications, will only be available in downloadable electronic format. The solicitation and ALL DOCUMENTS will be uploaded in FBO. This requirement will be 100% set aside for small business entity. All prospective Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations and Certifications Application (ORCA). Contractors will be searched against the https://www.sam.gov to ensure they are eligible for Federal contract awards. Please forward technical inquiries to Vincent Chua at vchua@fs.fed.us Project Description: Sycamore Station Septic Leachfield Replacement This acquisition will result in a Firm Fixed Price (FFP) contract for construction services. The contract award will be based on best value using FAR Part 15. The proposed project includes but not limited to the following: The project consists of the decommissioning of existing Leachfield system and the construction of a new infiltrator absorption system for the onsite septic system. Contract work is to include the trenching, backfilling and installation of new distribution piping, distribution box and infiltrator chamber system. Contractor is to replace all sewage piping with new ABS pipes as specified on the Contract Drawings - slope shall be at a minimum of 2%. Contractor shall use standard no-hub couplings for all transitions. In the event that the contractor is to unearth the existing Leachfield, the contractor shall seek advice from the Contracting Officer as to how to proceed with the project. At the close out of the contract, the contractor shall provide the Government with a set of as-built drawings showing all components of the new septic system. The work is located at Sycamore Fire Station From San Bernardino, travel north on Interstate 215 (I-215). Continue driving on I-215 N until you reach Interstate 15 (I-15). Merge onto I-15 going southbound and exit off Glen Helen Pkwy, or exit 122. Turn right onto Glen Helen Pkwy and continue down this path for approximately 1.1 miles. The destination will be on the right hand side. The estimated construction cost is between $15,000.00 and $25,000.00 The anticipated award of this contract is June 2017. The completion time for this contract is 25 calendar days after issuance of the Notice to Proceed (NTP). The specifications for this project will be posted with the solicitation and are not available at this time. The North American Industry Classification System (NAICS) Code for this project is 238910, Septic system contractors, and the annual size standard is $15M. RESPONSES ARE DUE on Monday June 26, 2017 by 10:00 AM Local Time.
