Description
11 May 2017 - The due date for white papers has been extended to 22 June 2017. Please see the attached modified Request for White Papers (Amendment 0001) which includes additional changes. Furthermore, questions have been received by the Government in regards to the specific nature of the contemplated consortium. The following paragraphs speak to the intended nature of the consortium. Nothing in the below language is binding or final but simply indicates the Government's initial ideas about how the consortium will function, etc. The Government in conjunction with the Consortium shall perform a coordinated research and development program designed to speed development of U.S. Government, industry and academia capabilities pertaining to FDECO. The Government will determine which FDECO technology endeavors to pursue and initiatives to fund. At any time throughout the term of this agreement, the Government may address the needs for the desired Technology Objective Areas or as other Government needs may arise. Once it identifies a need, the Government will issue a Request for White Papers (RWP) to the Consortium Lead. The procedures for selection of specific Technology Initiatives will be detailed in the negotiated OTA. Selection may include a two-step proposal involving RWPs and, after Government finalizing of a Statement of Work (SOW), a Request for Initiative Proposal (RFIP) to the Consortium Lead for a proposal. Consortium Leads as sole proposers or as members of a team proposing a Technology Initiative may be permitted but will be subject to conflict of interest obligations in the OTA. Upon receiving a RWP from the Government, the Consortium Lead shall in turn issue a similar request to the Consortium member entities for Technology Initiative white papers, which the Consortium will review and evaluate. The Government solely will be responsible for the ultimate selection of white papers IAW the evaluation criteria described within the RWP. Upon selection of a white paper, the Government will develop a Statement of Work (SOW) and issue a Request for Initiative Proposal (RFIP) to the Consortium Lead for a proposal from the Consortium member entity(ies) selected. The Consortium member proposals shall be submitted to the Consortium Lead for review for completeness and format compliance under the RFIP. The Consortium Lead shall in turn prepare and transmit the Initiative proposal to the Government. The Government will issue an Initiative Award Package (IAP) to the Consortium, for the authorization and execution of the technology initiative to be performed by the Consortium's member entity(ies). A bilateral modification to the OTA will be included in the tasking/IAP, which will include the funding, and terms and conditions for the negotiated and agreed-upon task. After receipt of the tasking/IAP (and bilateral execution of the modification), the Consortium Lead shall enter into a written agreement with the respective Consortium member or team of members whose Technology Initiative was selected. The Consortium Lead shall execute and administer the Government-funded Technology Initiatives and the Consortium's Initiative Agreements. The Government's designated Agreements Officer's Representative (AOR) for the specific initiative will supervise the technical work performed by the respective Consortium member entity(ies) in execution of Technology Initiatives. 13 April 2017 - SSC Pacific invites submission of White Papers from non-profit organizations (to include FFRDCs) to act as the consortium lead for Forward Deployed Energy and Communications Outpost (FDECO) prototype development culminating in negotiation of an Other Transaction Agreement (OTA) under the authority of Section 815 of the National Defense Authorization Act (NDAA) for Fiscal year 2016, Public law (P.L) 114-92, and permanently codified in 10 U.S.C. 2371b. Please see the attached Request for White Papers for additional background information and instructions on how to submit a white paper for consideration. White papers are due no later than 31 May 2017. All questions regarding this Request for White Papers should be directed to the Agreements Officer, Jacob Ward, at jacob.ward@navy.mil.
