This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-02RC-S-17-0079 and is issued as a Request for Quotation (RFQ). This is a 100% Small Business Set-Aside with an associated NAICS code of 115310. The small business size standard is $7.5 million dollars average annual receipts for the preceding three fiscal years. This solicitation is for a Performance Base, Firm Fixed Price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. DESCRIPTION: The intent of this solicitation is to obtain quotes for hand pre-commercial tree thinning and stand improvement for the Kootenai National Forest, Libby Ranger District, Lincoln County, MT. The Performance Base, Firm Fixed Price services covered in this solicitation and resultant contract require the contractor to reduce the tree density and, by the deliberate selection of leave trees, improve the overall health and condition of the stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, reduce the incidence of insect and diseases that affect growth and undesirable tree qualities. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies and incidentals to perform all work necessary on the areas specified. All aspects of the work program shall be performed in an organized, systematic manner to assure services will be performed over the entire unit. LOCATION: The administrative office for this project is located at the Canoe Gulch Ranger Station, 12557 Hwy 37, Libby, MT 59923. To reach the station from Libby, MT, travel north/east from Libby, MT along Hwy 37 for 12.5 miles; station will be on your left side of the road. The work sites are located on the Libby Ranger District of the Kootenai National Forest; all of the project roads are within 2 hours or 70 miles of Libby, MT. Refer to project specific maps for more details. DATES: The period of performance is from the date of Notice to Proceed to June 14, 2018. Estimated start date: June 15, 2017 or earlier as field conditions permit. EVALUATION FACTORS : Award will be made by Item. The Government reserves its right to award one or more contracts as a result of this Request for Quote. Award may be made to the Quoter(s) whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to, such factors as price, past performance, and capability to accomplish this type of work.
